A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND,
CALIFORNIA, APPROVING THE PURCHASE OF K-RAILS AND NATURAL
STONE BOULDERS FOR CITYWIDE ENCAMPMENT MITIGATION, RIGHT-
OF-WAY PROTECTION, AND SITE HARDENING FROM FIRST VANGUARD RENTALS & SALES, INC. AND BLUE ANGEL INTERNATIONAL LLC FOR A THREE-YEAR TERM, IN AN AMOUNT NOT TO EXCEED $450,000 PER
VENDOR, WITH THE OPTION TO EXTEND FOR TWO ADDITIONAL ONE- YEAR TERMS IN AN AMOUNT NOT TO EXCEED $150,000 PER YEAR
WHEREAS, the Public Works Department is responsible for maintaining public rights -of- way, protecting City infrastructure, and implementing operational strategies addressing encampments, illegal dumping, and unauthorized vehicle access throughout the City; and
WHEREAS, these efforts require the ongoing purchase of reinforced concrete K-Rails and natural stone boulders to support encampment mitigation, right -of-way protection, and site hardening projects throughout the City; and
WHEREAS, the Public Works Department issued a competitive solicitation through the City’s BidsOnline procurement system for the supply and delivery of K -Rails and natural stone boulders; and
WHEREAS, vendors registered within the relevant commodity categories were notified of the solicitation through the City’s electronic procurement system; and
WHEREAS, at the close of the bid period, the City received three responsive proposals; and
WHEREAS, Public Works staff evaluated the proposals based on cost competitiveness, pricing certainty, and delivery availability, and determined that First Vanguard Rentals & Sales, Inc. and Blue Angel International LLC provided the most advantageous proposals and best overall value to the City; and
WHEREAS, establishing multiple approved vendors wil l provide operational flexibility, maintain competitive pricing, and allow the Public Works Department to respond quickly to site hardening and right-of-way protection needs throughout Richmond; and
WHEREAS, funding for these purchases will be provided through approved Public Works Operations and Maintenance budgets supporting encampment mitigation, right-of-way protection, and site hardening activities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richmond hereby approves the purchase of K-Rails and natural stone boulders from First Vanguard Rentals & Sales, Inc. and Blue Angel International LLC, each for a three -year term in an amount not to exceed $450,000 per vendor, with the option to extend for two addi tional one-year terms in an amount not to exceed $150,000 per year, subject to City Manager approval.
