DISCUSSION:
Lincoln Elementary School is located in the Iron Triangle neighborhood. Many students and parents access the school via the Richmond Greenway and Chanslor Avenue (Attachment 1). To improve safety, the Lincoln Elementary School Safe Routes to School Improvement Project (Capital Improvement Project No. 23041) reduced pedestrian crossing distances, through curb extensions, and installed a raised intersection at 4th Street to slow vehicular traffic and prioritize pedestrian movement.
The project scope included installation of median islands, raised crosswalks, signage, and striping. On December 3, 2024, City Council awarded a construction contract to BuildCorp, Inc. for an amount of $456,000 and authorized the Director of Public Works to approve change orders, if necessary, for a contingency amount of up to $68,400, for a potential total contract amount not-to-exceed $524,400.
Four construction change orders totaling $55,000 were executed to address additional paving, signage, and striping improvements required during construction. Construction of the project is complete in accordance with the approved plans and specifications.
The budget and project costs are as follows:
A. Construction Contract Amount $ 456,000.00
B. Approved Change Orders $ 55,000.00
C. Design, Construction Management, Project Management $79,802.50 Total Project Cost $590,802.50
City staff recommend that the City Council adopt a resolution accepting the Lincoln Elementary School Safe Routes to School Improvement Project as complete in accordance with the approved plans and specifications; ratifying the Notice of Completion previously recorded with Contra Costa County on December 18, 2025; and authorizing the City Engineer to execute and release any applicable bonds and retention payments (Attachment 2).
