DISCUSSION:
Every three years, or as otherwise required by CAL OES, the State of California Governor’s Office of Emergency Services (Cal OES) require submission of an updated Cal OES Form 130 – Designation of Applicant’s Agent Resolution for Non-State Agencies. Form 130 designates individuals responsible for applying and signing for federal and state post disaster reimbursements and grants. Form 130 was last revised in 2023 (Resolution # 135-23) and listed the City Manager, Deputy Fire Chief, and Finance Director as the City of Richmond’s designated officials.
Cal OES has requested information, including an updated Form 130, to close out the City’s grant application related to the 2022-2023 Early Winter Storms. The City must adopt a new resolution to update Form 130 in order to remain compliant with Cal OES requirements and maintain eligibility for all open and future disasters/grant programs (Attachment 1). The new Form 130 designates the City Manager, Director of Finance, and Fire Chief as the individuals responsible for executing and submitting applications for federal and state post-disaster reimbursements (Attachment 2 and 3). Without an updated Form 130, the City of Richmond will be ineligible to receive funds from existing or future grant programs related to hazard mitigation or disaster recovery.
