DIRECTING STAFF TO EVALUATE FUTURE FUNDING FOR THE

CONSTRUCTION PHASE OF THE SANTA FE AVENUE SLOPE STABILIZATION

PROJECT

WHEREAS, on March 10, 2023, a slope failure occurred along Santa Fe Avenue in Point Richmond resulting in erosion, debris flow, and impacts to the public right-of-way, drainage system, and adjacent properties; and
WHEREAS, an engineering field report determined that the failure was primarily attributed to uncontrolled surface runoff and drainage deficiencies; and WHEREAS, the City previously transferred $72,623.62 in unspent funds from the Santa Rita Road Stabilization Project to the Santa Fe Avenue Slope Stabilization Project within the Storm Drainage & Watershed Program, consistent with the Adopted Capital Improvements Plan (Resolution 9225); and
WHEREAS, City staff has identified an additional $205,502.81 in unspent funds from the Active Transportation Program (ATP) Quick Build – Cutting/Hoffman Project that is available for transfer; and
WHEREAS, the proposed appropriation of $278,126.43 will fund design and geotechnical services necessary to develop a permanent slope stabilization solution; and WHEREAS, the design phase will define the scope and cost of construction, which will require a future City Council appropriation; and
WHEREAS, staff recommends considering inclusion of $1,000,000 from the Insurance Reserve Fund to the General Capital Fund in FY 2026–27 budget to support the future construction phase of the project.
