Membership
FINANCIAL IMPACT: There is no financial impact on receiving this item.

PREVIOUS COUNCIL
ACTION:

September 23, 2025

STATEMENT OF THE
ISSUE:

As the Task Force begins its work, it is recommended a
phased expansion of membership to support broader
participation, ensure representation across key sectors, and prepare for the development of bylaws and long-term governance structures. Adding four additional
stakeholder seats at this stage will support a more
balanced, community-driven process and strengthen the
Task Force’s ability to produce actionable
recommendations.

RECOMMENDED ACTION:

APPROVE the addition of four (4) new stakeholder
positions to the Macdonald Avenue Corridor Task Force
which will be filled through the standard boards and
commissions process—Mayor’s Office (Eduardo Martinez
(510-620-6502).

DISCUSSION:

The Macdonald Avenue Corridor Task Force was created to convene stakeholders and decision-makers to identify priorities, coordinate revitalization efforts, and develop a set of recommendations for the City Council. As the Task Force moves into its next phase, expanding membership will help ensure that its work is informed by a wider range of resident, business, property-owner, and institutional perspectives.

This phased expansion is an intentional step toward building a stable governance structure. The Task Force will be drafting bylaws, clarifying membership categories, and outlining expectations for participation. Adding four (4) new stakeholder seats now allows these voices to shape that foundational work rather than being brought in after major decisions have been made.

The four (4) new seats will be open to applicants who live, are business owners, or own property within the Macdonald Avenue Corridor or who otherwise demonstrate a clear connection to and stake in the area’s revitalization. Applicants will apply through the standard Boards and Commissions process, and the Mayor’s Office will conduct the standard review and appointment process.

All appointments will return to the City Council for confirmation, following the same procedures used for other City boards, commissions, and advisory bodies.
