AGENDA
REPORT
May 19, 2026
RECOMMENDED ACTION:
APPROVE an on-call contract with Makanai, LLC to
provide budget and reporting support related to past
housing programs in an amount not to exceed $50,000,
for a three-year term with a term expiration of June 30, 2029, with one one-year extension option – Community
Development (Lina Velasco/Jesus Morales 510-620-
6706).
DISCUSSION:
In the past, prior to the dissolution of the Redevelopment Agency, the City of Richmond managed various housing programs using federal and state funding sources. Many of these programs provide financial support for projects or low-income households. These funds were provided in the form of loans, sometimes with and without interest. The portfolio of outstanding loans requires annual funding and reporting requirements to federal and State agencies. City staff are requesting approval to enter into a 3-year contract, with a one-year option to extend, with Makanai, LLC to provide on-call budget and reporting support for these various past housing programs.
Procurement Summary
Given the relatively low cost of the anticipated on-call support, Community Development issued direct solicitation to four firms. A Request for Qualifications (RFQ) for On-Call budget and reporting support for Housing Program funds was issued on February 19, 2026. The RFQ was sent to four firms via email as an informal solicitation. Of those firms notified, one firm submitted a response.
The RFQ response was reviewed by staff and found to meet the minimum qualifications established in the RFQ; therefore, staff is recommending the City enter into a contract with Makanai LLC to provide the on-call services.
The on-call contract is proposed to not exceed $50,000 over a three (3)-year term, with an option to extend for one (1) additional year. Establishing this on-call service contract will allow the City to efficiently provide budget support and reporting for Housing Programs during peak times of the year
