DISCUSSION:
On October 20, 2020, the City Council adopted Resolution No. 110-20, accepting and appropriating $1,903,395 in federal funds awarded from the Bridge Preventive Maintenance Program (BPMP).
As established in the 2020 resolution, funds were designated for specific preventive maintenance needs that were identified following a Caltrans bi-annual inspection of National Bridge Inventory Bridges in Richmond. While the 2020 appropriation relied on preliminary assessments performed at the time, the refined project scope and updated federal allocations now reflect a total required BPMP grant amount of $3,246,395.
The four bridges that were identified to receive BPMP funding for preventive maintenance (Attachment 1):
1. Giant Highway Connector (Bridge No. 28C0472)
2. Richmond Parkway Viaduct (Bridge No. 28C0474L)
3. Richmond Parkway Viaduct (Bridge No. 28C0474R)
4. 13th Street Bridge (Bridge No. 28C0317)
May 26, 2026
The City publicly solicited bids for the Project via BidsOnline on February 10, 2026. (Attachment 2). Bids were opened on March 4, 2026, with the following results:
Bidder Base Bid
Amount
Myers & Sons Construction, LLC $2,639,638.00
Dees Burke Engineering Constructors, LLC $2,661,807.20
American Civil Constructors West Coast, LLC $2,747,000.00 Bay Line Cutting & Coring, Inc. $3,163,486.00
Based on the completed competitive bidding process, Myers & Sons Construction, LLC submitted the lowest bid and has been determined by staff to be the lowest responsive and responsible bidder. Award of the construction contract to Myers & Sons Construction, LLC is consistent with applicable procurement requirements and confirms the Project can proceed within available grant funding and required local match.
Accordingly, City staff recommend that the City Council adopt a resolution awarding a construction contract to Myers & Sons Construction, LLC., as the lowest responsive and responsible bidder, for the Bridge Preventive Maintenance Project in an amount not to exceed $3,035,583.70, including a base bid of $2,639,638.00 and a fifteen percent (15%) contingency, and authorize the Director of Public Works to approve change orders within the approved contingency amount.
The City is required to provide a local funding match to receive federal funds from BPMP. Matching funds in the amount of $78,792 are available in the Gas Tax Fund.
City staff recommend that the City Council accept and appropriate updated BPMP grant funds in an amount not to exceed $3,246,395 and appropriate the required local matching funds in the amount of $78,792 from the Gas Tax Fund.
Construction will commence in summer 2026 with an anticipated completion in winter 2026.
