DISCUSSION:

On September 2, 2025, the Richmond Fire Department (“Department”) conducted a Request for Qualifications (RFQ) to select up to three (3) qualified consultants for as- needed Plan Check and Inspection Services for its Fire Prevention Services Division.

The RFQ closed on September 22, 2025, and eight (8) firms responded (Attachment 1).

Qualifications were evaluated based on methodology and approach to the work, past performance, technical qualifications, and cost. Following a thorough evaluation of the submissions, the Department recommended selecting the following firms (Attachment 2):

1. 4 Leaf, Inc.

2. BPR Consulting Group

3. CSG Consultants, Inc.

Each service contract will be for an amount not-to-exceed $600,000 over a three-year period, with two one-year extension options. Firms on the on-call list will be selected to perform specific project-related work based on their project-related experience and availability. On-call service contracts will allow the City to provide necessary review and project evaluation services in an efficient and timely manner. These contracts will reduce staff costs and eliminate the three to four-month process required to select consultants on a project-by-project basis. No work is guaranteed to be provided by the City to any firm listed on the on-call list.

City staff recommend that the City Council adopt a resolution approving on-call Fire Prevention Services Plan Review and Related Inspection Services contracts with: (1) 4Leaf, Inc.; (2) BPR Consulting Group; and (3) CSG Consultants, Inc., each in an amount not to exceed $600,000 for an initial three-year term, with the option to extend each contract for up to two additional one-year terms in an amount not to exceed an additional $200,000 per year, per firm (Attachment 3).

SYNERGISTIC POLICIES:

The City of Richmond experiences workload fluctuations driven by development cycles, permit volume, and complex project reviews. Establishing on-call contracts allows the

Department to scale professional plan review and inspection services up or down as needed, ensuring service goals are met in timely manner. Access to multiple pre- qualified firms also enhances technical expertise and responsiveness by matching specialized project needs with consultant qualifications and availability, improving turnaround times and maintaining high public safety and compliance standards. Timely and thorough plan checks and inspections are critical to safeguarding life and property.
