A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA
APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF
RICHMOND AND THE RICHMOND FIRE MANAGEMENT ASSOCIATION REGARDING
SPECIAL COMPENSATION
WHEREAS, the terms and conditions of employment for employees represented by the Richmond Fire Management Association (RFMA) are set forth in a Memorandum of Understanding (MOU) between the City of Richmond (City) and RFMA; and
WHEREAS, the City and RFMA executed a MOU effective July 1, 2022 through June 30, 2025; and
WHEREAS, the 2022-2025 MOU and previous MOUs have provided for various special compensation items including bilingual pay, longevity pay, training assignment pay, hazardous materials response pay, education incentive pay, holiday pay, and scheduled overtime that are reportable to CalPERS for pension purposes; and
WHEREAS, the City been reviewing the rules governing reporting special compensation to CalPERS to ensure compliance with such rules; and
WHEREAS, the City and RFMA have met and conferred in good faith; and
WHEREAS, a Side Letter agreement between the City and RFMA has been created ensure compliance with CalPERS rules governing pensionable compensation; and
WHEREAS, the changes incorporated are reflective of previous, current or future practice as indicated by the terms in the Side Letter; and
NOW THEREFORE, BE IT RESOLVED, the Council of the City of Richmond hereby authorizes the execution of the Side Letter attached hereto as Attachment 1.
