Reso. No. _____
Statement of Fact: The proposed general plan amendment will support the implementation of State law and implement programs identified in the Housing Element that would remove constraints to housing production and promote new housing construction contributing to the benefit of Richmond, the Bay Area, and the State as a whole.
B. The proposed amendment is consistent with the General Plan goals, unless the goals themselves are proposed to be amended.
Statement of Fact: The proposed General Plan amendments implement Housing Eleme nt Program 1.M aimed at clarifying maximum density allowed in High -Intensity Mixed-use and Medium Intensity Mixed-use land use designations to promote new housing construction to create more equitable and affordable options to meet the City’s RHNA.
C. The pr oposed amendment retains the internal consistency of the General Plan and is consistent with other adopted plans, unless a concurrent amendment to those plans is also proposed and will result in consistency.
Statement of Fact: The proposed amendments are limited and narrow in that they do not have ripple effects requiring amendments to other elements of the General Plan to retain internal consistency. The proposed amendments do affect the maximum densities in certain zoning districts; however, a complimen tary ordinance amending the Zoning Ordinance is being proposed to ensure consistency with the proposed General Plan amendments.
