Truss Repair Design and Construction Services
WJE No. 2022.7498.3
Dear Mr. Gerard:
At your request, Wiss, Janney, Elstner Associates, Inc. (WJE) has prepared this proposal for professional engineering services for design of repairs for damaged wood roof trusses and construction support for the Riggers Loft building in Richmond, California. It is assumed this proposal will be included as an exhibit in an amendment to WJE’s existing agreement with the City of Richmond (City), dated May 24, 2023. Due to the urgency of the situation, services related to the development of temporary shoring recommendations for damaged roof trusses have already been performed by WJE.
Background
WJE was recently contacted by the City regarding a damaged wood roof truss identified by City staff at the Riggers Loft building. We performed a site visit to review conditions on March 6, at which point we identified a second damaged truss. On March 10 we provided recommendations for temporary shoring for stabilization of both damaged wood roof trusses identified at the building. Our shoring recommendations included structural sketches for proposed temporary shoring. This proposal describes services performed to date for the development of temporary shoring recommendations and additional services for design of repairs for damaged roof trusses and construction support during repairs.
Prior to the current request, WJE was previously involved with the rehabilitation of the Riggers Loft building in 2012 and designed repairs for the wood roof trusses and seismic strengthening for the building as part of our design services. During that time, we noted that while the rehabilitation work would include seismic strengthening to bring the building up to the current code at that time, the vertical load capacity of the existing wood roof trusses would be below that required by code. Strengthening of the existing roof trusses could not be performed without significant impact on the historic fabric of the building, and a reduced roof live load and close monitoring and control of roof weights was recommended. Of note, the roof above the current office area within the concrete walls consists of steel roof trusses that were installed during the 2012 rehabilitation and conditions addressed in this proposal for the existing, original 1940s wood roof trusses are not applicable to those trusses.

Scope of Services
Based on our discussion with you during a March 18 virtual meeting, the following services are proposed for the project. Some services included are for scopes that may or may not come up during the repair project. For example, we have included support during bidding and coordination with the contractor on temporary shoring, if needed. Itemized services can be approved as a whole or approved as needed during repairs.
Item 1 – Temporary Shoring (Completed)
WJE performed a site visit to review roof truss conditions and developed recommendations for temporary shoring to stabilize damaged roof trusses at the building. Our recommendations were provided in our memo dated March 10, 2026 and included temporary shoring sketches. Temporary shoring was designed so that normal occupancy of the building can resume, including access to the roof, if needed. These sketches do not address shoring required to implement permanent repairs for the trusses, which will need to be developed by a repair contractor as part of their means and methods. Due to the urgent nature of the request, this work was performed prior to development of this proposal.
Item 2 – Construction Documents for Repair
WJE will prepare structural repair drawings for the two damaged wood roof trusses identified at the building. Our proposal assumes that repairs will be based on and largely the same as those implemented in our 2012 rehabilitation drawings and that the repair approach will consist of replacement in -kind of damaged members and connections. Repair drawings will include a maximum of three drawing sheets and will include a cover sheet containing required information for permit submittal, plan sheet, and repair detail sheet. We will include applicable material and installation requirements in notes incorporated in the drawing set. Our proposal includes one half-day site visit for a team of two engineers to review conditions from the ground prior to finalizing the drawings.
Item 3 – Unit Prices for Construction
During construction, it is anticipated that close-up access will be available to review truss conditions and additional damage requiring repair may be identified at wood roof trusses. During the prior 2012 rehabilitation, WJE developed structural repair details for replacement in-kind of all of the wood roof truss members. At the City’s request, WJE can develop additional drawings sheets and repair details for conditions not currently identified to be within the scope of repair but previously included as repairs in our 2012 rehabilitation drawings. We assume these additional repairs will be used by the City for the development of unit prices for the project. Our proposal assumes the development of up to two additional sheets of drawings and development of a unit price memo to be incorporated as part of the City’s bid documents for the project.

Item 4 – Construction Phase Services
The following construction phase services are proposed:
a) Bid Support: WJE will attend one bid walk with the City and prospective bidders to review the project scope and will assist the City with responding to bidder questions. We have included an allowance of six hours for bidder questions.
b) Temporary Shoring Coordination: Temporary shoring for stabilization of damaged roof trusses is anticipated to be required prior to or during the course of repair. WJE’s shoring sketches provide a basis for what can be implemented for stabilization; however, depending on contractor means and methods, and available materials, revisions to the temporary shoring design may be required. Our proposal includes review of contractor-proposed revisions to our shoring design and one half-day site visit to coordinate with the contractor installing temporary shoring. Shoring required to provide access and implement permanent repairs is assumed to be part of the means and methods of the repair contractor.
c) Submittals, RFIs, and Site Visits: During construction of repairs, we anticipate WJE’s construction support services will include submittal review, responding to contractor requests for information (RFIs), and site visits for structural observation. Our proposal includes two half-day site visits for up to two staff to review repairs in progress. We have also assumed an allowance of 12 hours for submittal and RFI review.
d) Detailed Review of Select Roof Trusses: As part of the repairs, we recommend the contractor provide close-up access to a subset of the roof trusses for detailed review of truss members and connections. We recommend a minimum of five wood trusses be reviewed close -up, with a team of two WJE engineers performing the condition assessment over the course of two days. If additional trusses are included in the detailed review, additional time on site may be required to perform the review. Following our close-up review, we will provide a letter report summarizing our observations and findings, and any recommendations for additional repairs. If approved, WJE can incorporate any additional required repairs in the repair drawings.
Budget
Our services will be performed based on our agreement with the City dated May 24, 2023, and the updated hourly rates provided in Table 1. Estimated budgets for services described are provided in Table 2. We will not exceed the estimates provided without your prior approval. Services in addition to those described in our proposal will be assumed additional services billed in addition to the budgets provided.
