Support Resident Home Hardening Grant and Public Works Goat Grazing Projects
Honorable Mayor and Members of the Richmond City Council, I respectfully urge you to approve funding for the two following critical wildfire prevention measures in the City of Richmond budget:
1. Resident Assistance Program that provides up to $2,500 for eligible residents in the Very High Fire Hazard Severity Zone.
Priority should go to seniors, disabled or
low-income to help pay for
home hardening and defensible space improvements. Many
vulnerable residents simply cannot afford the costs of ember- resistant vents, vegetation clearance, roof and gutter maintenance, or other basic fire safety upgrades. These investments save lives, reduce property loss, and lower emergency response costs in the long run.
2. Richmond Public Works to expand vegetation management in high-risk areas through targeted goat grazing in collaboration with the East Bay Regional Park District. Goat grazing is an environmentally responsible, cost-effective, and proven method for reducing fire fuel loads on steep hillsides and open space areas that are difficult to manage mechanically. Regional coordination is essential because wildfire risk does not stop at jurisdictional boundaries.
Richmond has already experienced the growing impacts of climate change, extreme heat, and wildfire smoke. Proactive prevention is far less costly than disaster recovery. These two investments will improve public safety, protect vulnerable residents, and strengthen Richmond’s resilience against future wildfire threats.
I respectfully ask the Council to prioritize and approve both of these budget items.
Thank you for your leadership and commitment to community safety.

Hi,
I'm a patron of the Richmond Tool Library. The Richmond Tool Library has been operating since 2016 and has been an indispensable resource for Richmond residents, local non-profits, and city initiatives like Love Your Block and I Heart Richmond.
As an active member of Richmond Area Mutual Aid (RAMA) who is working with others in RAMA to build and distribute little free pantries that will provide neighborhoods with ongoing food, I frequently borrow tools. Like little free libraries, these pantries will enrich Richmond neighborhoods. We could not build them without the use of the tools we borrow from from the Richmond tool lending library.
The Richmond Tool Library, which operates out of a tiny 500 square foot room, needs a larger, dedicated facility that can help support the growth and sustainability of both Tool Library programs. The Mobile Tool Library is in urgent need of a safe, dedicated vehicle and a long-term solution to store supplies and a large trailer.
Due to limited space and limited staff, both tool libraries are struggling to meet the rising demands of the community. In Spring 2025, the Tool Library programs conducted a public needs assessment survey and found that most respondents were in favor of expansion.
Richmond Residents want to see these programs succeed. It is in our best interest to improve this vital community resource. I strongly encourage the city council and the mayor to support the Richmond Tool Library’s goal of obtaining a larger space, a dedicated service vehicle, resources to maintain, repair, and replace tools and equipment, as well as additional staff to serve the Richmond Community.
Please expand funding for the Richmond tool lending library! Sincerely,
Susie Kisber Ph.D.

Subject: Urgent Request to Address Discriminatory Parking and Street Sweeping Schedules at 2100 & 2200 Nevin Ave
Dear Mayor Martinez, Vice Mayor Robinson, and Members of the City Council,
I am writing to you with a profound sense of urgency to address a long-standing parking crisis that has been ongoing for approximately three years in our neighborhood. I am a resident of the low-income family housing building located at 2200 Nevin Avenue. My neighbors in the adjacent low-income senior housing building at 2100 Nevin Avenue, business owners, and other residents in this neighborhood are directly and disproportionately impacted by the severe lack of parking caused by conflicting street sweeping schedules and restrictive 2-hour parking zones.
Specifically, our community is trapped in a paradox of enforcement. We reside in an area with incredibly limited parking inventory, yet we are subject to a rigid 2-hour parking limit.
Simultaneously, the City enforces weekly street sweeping on Mondays at 4 AM on our blocks—a schedule that is identical on Nevin Avenue, 22nd Street, 23rd Street, Macdonald Avenue, and even a portion of 24th Street. This creates a "domino effect" where residents and their guests have nowhere to move their vehicles to avoid a ticket, forcing many to either risk a citation or drive around for hours in the middle of the night.
This situation places an unfair burden on our low-income and senior community members, who rely on their vehicles for medical appointments, grocery shopping, and daily life. This inequity must be addressed and reformed. The strict enforcement practice is predatory and borderline entrapment.
Our Demands
To rectify this ongoing issue, we respectfully but urgently demand that the City Council take the following actions:
1. Extend the Existing Residential Permit Zone: Create alignment on our section of Nevin Avenue by extending the existing monthly residential permit schedule. This schedule currently exists on Nevin Avenue starting from the intersection at 21st Street and going down to 19th Street. We demand that this same monthly schedule and residential parking permit system be extended to cover our buildings at 2100 and 2200 Nevin Ave and the surrounding affected blocks (22nd, 23rd, Macdonald), exempting us from the 2-hour time limits.
2. Adjust Sweeping Times/Days: Change the street sweeping schedule on Nevin Avenue and our portions of 23rd, 22nd, and Macdonald Streets to provide more parking options on street cleaning days. The current 4 AM Monday schedule leaves residents with no reasonable alternative.
3. Provide Restitution and Relief: That all active parking tickets given to residents of these buildings, neighboring businesses and homes, relating to street sweeping enforcement, two-hour parking, and red curb citations be cancelled immediately. Furthermore, we demand that the funds collected from residents of both of these buildings and neighboring homes and businesses over the past three years be used to provide residents with a free parking permit for the 2-hour zones, ensuring we are not forced to pay for a system that has been designed against us.
We are prepared to bring this matter to the council meeting to speak during public comment if necessary. We look forward to your prompt attention to this matter and are available to meet with you or city staff to walk through the neighborhood and demonstrate the severity of the issue firsthand.
Sincerely,
Residents & Business Owners of Nevin, 22nd, 23rd, and Surrounding Streets

Atentamente,
Residentes y Dueños de Negocios de Nevin, 22nd, 23rd y Calles Cercanas

Dear Mayor Martinez, Vice Mayor Robinson, and Councilmembers, I would like to submit this written public comment for the Richmond City Council Regular Meeting on Tuesday, May 26, 2026, at 6:00 PM, under Open Forum.
I wanted to take a moment to congratulate the City of Richmond on the hiring of Vedika. I had the opportunity to work alongside her while I was with the City of San Rafael, and I wanted to share my perspective regarding the type of leader and public servant she is. Btw, she doesn't know I did this. I guess I want to "embarrass" her in a way :-) Vedika played a key role in helping position San Rafael as a data-informed organization. She was instrumental in supporting the City’s efforts that ultimately led to San Rafael receiving Bloomberg Philanthropies What Works Cities Certification for excellence in data-informed governance and public service delivery.
What stood out most to me, however, was not just her technical expertise as a Chief Innovation Officer, but her humanity. Vedika helped shape the philosophy that San Rafael should be both “Data Informed and Compassion Driven” in its approach to homelessness and community services. She understood that data and innovation are important, but that local government must also lead with empathy, dignity, and compassion for people.
I personally witnessed this in action. During the Point-in-Time Count, Vedika took time out of her own schedule to support the effort starting at 4:30 in the morning alongside staff and volunteers. That level of commitment says a great deal about her character and leadership style.
She balances the technical skills of an innovation leader with the compassion and kindness of someone who genuinely cares about people and public service. In local government, that combination is rare.
The City of Richmond is very lucky to have her, and I truly believe she will bring thoughtful leadership, innovation, and heart to the organization.
Respectfully,
Nguyen

Hello, I am Sonia Decker, a Richmond resident and member of the community advisory board for the CCRP/ ROCK program.
Thank you so much for your advocacy and ongoing support of the ROCK program!
It is exciting that we are up and running and actively serving Richmond residents.
As a board, we have been charged with the duty of making recommendations to council that help the program stay true to its vision and values. The board strongly believes that it is essential to add care navigators to the ROCK team this year. The ROCK team and staff have highlighted this as a need and the board unanimously voted to recommend to council adding 2 care navigator positions for the 26-27 budget cycle.
We were saddened to see that this was not
included in the presentations made to council.
A central part of the vision of the ROCK program, which the reimagining public safety task force proposed rooted in community input, is connecting Richmond residents in crisis to a continuum of care. When we help people connect to resources that meet the needs underlying the crisis, this allows for deeper changes that can prevent a crisis in the first place, instead of only responding in the moment after something has already happened. Care navigators are the vital part of the ROCK team that helps connect people who ROCK responds to to a system of care. without the care navigators, ROCK can only respond in the moment.
Community
intervention specialists are crucial and are doing a great job, but they alone are only a part of the team that ROCK was envisioned to have.
We cannot sacrifice this vital piece of the vision
of the ROCK program so early on.
ROCK is in its vulnerable beginning stages and we need to demonstrate the effectiveness and sustainability of the program.
This will be hard to do
without care navigators and will not be giving Richmonders the full scope of support that they need and deserve.
I understand budget constraints and concerns, but investing in the ROCK program now can save the city money later, as calls will be diverted from 911 and other emergency services, which are costly.
We as a Community advisory board would love to make a presentation directly to council at an upcoming meeting (as our bylaws state that we should be doing quarterly, and we would love to start now!) presenting why we believe that care navigators are vital to the vision and success of the ROCK program and why this cannot wait another year.
Thank you!
Best,
Sonia Decker

Dear Mayor and City Councilmembers,
As a Richmond resident, I urge you to vote YES on Agenda Item S.3 to increase administrative penalties and establish a Social Host Liability ordinance for illegal fireworks.
Richmond’s current $250 fine is no longer a deterrent. Because neighboring cities like San Pablo and Pinole have enacted strict host liability laws and $1,000+ fines, Richmond risks becoming a safe haven for illegal displays.
These illegal fireworks present a severe public safety hazard—blocking streets for emergency vehicles, straining first responders, causing property damage, and severely impacting wildlife, pets, and residents with PTSD or sensory sensitivities.
Because these are administrative penalties rather than criminal ones, they hold violators financially accountable without tying up our jail or court systems. Increased fine revenue can directly fund drone enforcement and police overtime. I also encourage the inclusion of alternative fine-reduction structures (such as community service) for low-income qualifiers.
Education alone isn't enough. It's time to give our enforcement teams the policy backing they need to keep Richmond safe. Please vote YES on S.3.
Sincerely,
Hanna Rifkin

Dear Mayor and Councilmembers,
Please vote YES on agenda item S.3 for the following reasons:
Illegal fireworks cause injuries and start fires; damage vehicles and structures; terrorize people with PTSD, autism and dementia, pets and wildlife; they put toxins in the air and water; and disturb sleep and peace of mind. They strain emergency services, and the used fireworks litter our streets.
In June and July of 2025, Richmond conducted an extensive public education campaign to remind everyone of the illegality of fireworks, their fines and the number to call to report them. But fireworks
were still a
problem. More needs to be done.
Have higher fines made a difference? Last July the City of Sacramento increased its fireworks fines and saw a
drop in the number of citations.
For a first time offense in Richmond the current fine is only $250, which has proven to be an inadequate
deterrent. But increasing it to $1,000 per
discharge would certainly discourage some fireworks users.
If fireworks users can afford to buy illegal fireworks on the black market, they can afford a higher fine.
If the city chooses to do so, high fines could be reduced by a "fine adjustment" where the violator pays 30% of the fine up front, and if there are no fireworks violations in the next 3 years, the remainder of the fine would be forgiven. Or, a plea deal could reduce a fine if a violator
turns in
and agrees to testify against the person who sold them the illegal fireworks. Also, a fine could be reduced for performing community service for violators who qualify as low income.
The City of San Pablo raised its fines last fall. What's to prevent San Pablo residents from coming to Richmond to shoot off their fireworks because the fines are lower here?
Contra Costa County and nearby Cities of San Pablo and Pinole all have a Host Liability ordinance. Richmond should have one as well.
The Host Liability fines can be avoided if the host reports the fireworks, which is how the
City of San Pablo's ordinance is written.
The fines are administrative, not criminal; they will neither go on a violator's criminal record, require jail time, nor tie up the criminal court system.
You often hear that the police cannot catch violators. That's no longer true in Richmond.
Many violators were cited last year.
Higher fines will help cover the cost of enforcement, such as police overtime.
Fireworks sold illegally have become more powerful and dangerous, not only causing injuries but
deaths in California.
Illegal fireworks have blocked streets, making passage not only inaccessible to cars but to emergency service vehicles. What if there was a fire or someone had a medical emergency, and then a fire truck or an ambulance could not access the street? During emergency
response, every
minute
matters.
The most disturbing stories of fireworks use I've heard are of parents lighting off fireworks with their children. That's child endangerment and needs to end.
There are plenty of fun and safe ways to celebrate holidays. Let's encourage those.
Thank you for listening.

Mayor and Councilmembers:
I wish to submit my public comment on Agenda Item S.3, which is the latest attempt to reduce the horrific impact of illegal fireworks in the City of Richmond.
I have been encouraged by the City of San Pablo's new law, which increased their fines significantly. The result for Richmond could be that San Pablo residents will simply step over the city line into Richmond, thereby increasing the number of violations here.
This is not a minor problem. Every July 4
th and New Year's Eve (and the weeks surrounding
those two big dates) are filled with the endless sounds of war. This is incredibly harmful to everyone living in the area. Not only are our pets affected, but this is deeply unhealthy for people who suffer from PTSD, trauma, asthma, and so many other ongoing health issues.
Additionally, the fire risk is undeniably high with illegal fireworks. Since 2024 fireworks have sparked over 1,200 fires and caused $35 million in property damage. There's absolutely no reason that Richmond should contribute to those statistics. With stronger fines and more persistent administration of those, the City of Richmond could become a quieter, safer place on the holidays that trigger this kind of activity. (And while we're at it, let's make sure that people don't replace illegal fireworks with gunshots into the air...) Thank you for doing the right thing with this opportunity to make our holidays saner and safer in every sense. Please vote YES on increasing fireworks fines.
