Mayor Martinez and City Councilors,
When you meet for the Budget Study Session, I urge you to adopt Staff's Option 2 and provide the $1.0 million in funding needed to complete the Point Molate Bay Trail, which is currently under construction and can be finished this year.
This 2.5-mile multi-use trail between the Richmond-San Rafael Bridge and the northern boundary of Point Molate will provide long-awaited public access to one of the Bay Area's most scenic and historically significant shorelines. Completion of the trail will expand opportunities for walking, biking, wildlife viewing, environmental education, and outdoor recreation for residents and visitors alike.
The project will also close a critical gap in the San Francisco Bay Trail network, improving regional connectivity and advancing longstanding goals for shoreline access around the Bay. By opening access to a previously inaccessible stretch of coastline, the trail will promote public health, support local tourism and economic activity, and allow more people to experience Richmond's natural and cultural resources.
With construction already underway, providing the remaining funding now represents a cost- effective investment that will ensure the public can realize the benefits of this project without delay. Completing the trail this year will maximize the value of prior public investments, avoid the risks and costs associated with project delays, and demonstrate the City's commitment to equitable access to parks, open space, and the waterfront.
Please support Staff's Option 2 and provide the funding necessary to complete this important public access project.
Kindly,
Alyssa Purslow

RE: Public Comments - Agenda Item F1 Budget Study Session, Support for Adopting Staff’s Option 2 Dear Mayor Martinez, Vice Mayor Robinson, Councilmembers Brown, Zepeda, Bana, Wilson, and Jimenez;
Citizens for East Shore Parks (CESP) strongly supports the adoption of Staff’s Option 2 in the Budget Study Session that will provide $1 million in funding needed for the Point Molate trail construction. This is an important project to complete to provide public access to this significant and historical part of the Richmond shoreline.
Thank you for all your leadership efforts in completing this important part of the Bay Trail.
In spite of all the tremendous efforts on the part of the Park District on the Bay Trail, there are some concerns. We are in strong support of the funds and suggest the issues raised here are items the City Council can address as conditions for funding the construction. We recommend the city address some of these concerns by putting in a rider:
1. Destruction of critical habit and trees occurred during construction of the Bay Trail through the B each Park. Although it is being addresse d by the Park District, careful consideration and supervision moving forward during further construction of the Bay T rail and the impacts on native plants, trees, and wildlife habitat are crucial.
2. Currently, the Bay Trail construction has been temporarily halted because . It is possible that the Bay Trail
may need to be re -routed so that it runs closer to Stenmark Drive. Should this need to occur, appropriate protocol should be in place regarding respectful negotiations with the local
3. A part of the Bay Trail that needs special consideration is the north end of the beach. EBRPD has already generously allowed the City of Richmond to determine the route to be taken by the Bay Trail across an eroded shoreline. The project is currently being considered by the Public Works Department and involves balancing Native American sacred sites in the area, bank stability, public a ccess to the beach, increased shoreline erosion, and loss of spawning capacity important for sport and commercial fisheries, as well as Bay health.
Options going forward should be based on successful outcomes of negotiations with Native American tribal leaders as multiple issues are being balanced.
We are in strong support of the funding request. Resolution of these issues advances our shared goals to increase access to the shoreline, open up the trail, and establish Point Molate as a park with habitat protection and recreation for the community. The issues raised here are items the City Council may want to consider as conditions for funding the construction.
Sincerely,
Arthur Feinstein Robert Cheasty

Several friends and I frequently enjoy riding our bikes in the Point Molate area and would love to ride the Bay Trail extension you’re considering funding. We rode there recently and were happy to see construction of the trail in progress, but saw it still has a way to go. The completed trail will be a real asset to Richmond.
Thanks for your attention to this project.

Mayor Martinez and City Councilors,
Now under construction, the Point Molate Trail will be much more than 2.5 miles of multi-use trail for walking and cycling. It will provide first-time access to 2.5 miles of scenic, historic Bay shoreline where there is none, other than at Point Molate Beach Park, as shown by the attached map. The San Francisco Bay Trail at Point Molate will showcase the Winehaven Historic District and provide the only public access while awaiting planning, funding and establishment of the planned Regional Shoreline park.
When you meet in Budget Study Session, please adopt Staff’s Option 2 and provide the $1.0 million in funding needed to complete funding of the Point Molate Bay Trail for opening by year end.

First off, thank you for all your efforts in working to make District 4 safe from wildfires. I wanted to just let you know how this issue is affecting my family directly.
Earlier this year, out of the blue, we lost our home owner insurance. We were unceremoniously sent an email stating that our coverage was not going to be renewed because we live in what is deemed to be a fire danger zone - Hilltop Green.
For months, we were not able to get our insurance broker to take us seriously and finally when he was able to find us a different insurance company our rates had literally doubled.
Anything that you and/or council can do to provide resources for fuel reduction will not only make our community safer but can also have a tangible effect on residents' pocketbook as well.
Thank you again for your efforts.

1. I would go Along with Option 2 Because If you recall the Meetings from Last Month when City Departments Presented on their Budgets, one of the ideas that came out was the need to hire more staffing because Department Heads are not getting the support
2. Also to have the Chevron Funds to use to hire a consultant to redo the Class and Comp Study Sincerely

I have been a Beach Park volunteer who along with others created the path that has become the under-construction Bay Trail for the past 10+ years. I have devoted hundreds of hours to the park and trail which is a Richmond treasure offering people an unobstructed trail along the bay from the bridge north to Wine Haven that has never been available to the public. Please approve the additional $1 million the finish the city commitment to the completion of this impressive project.
Thank you for the help I know you will provide. Joe Puleo

Mayor Martinez and City Councilors,
When you meet in Budget Study Session, please adopt Staff’s Option 2 and provide the $1.0 million in funding needed for the Point Molate Bay Trail now under construction for completion this year. The 2.5-mile multi-use trail between the Richmond-San Rafael Bridge and the northern border of Point Molate will provide long-awaited public access for enjoyment of this scenic, historic shoreline.
I have been leading History Hikes around the San Francisco Bay Area for the past 16 years, and have been an avid user of various segments of the San Francisco Bay Trail since its inception.
In 2016, I was tapped by the then-Executive Director of the Richmond Visitor & Convention Bureau (later rebranded as Visit Richmond CA, on whose board I served from 2018 until it was dissolved in 2020) to lead history tours of the Point Molate shoreline. Those tours would have been hard to lead with so much of the shoreline cut off from public access.
Please make sure that you prioritize the $1.0 million in funding needed for the Point Molate Bay Trail when you have your budget discussions.
Thank you for your consideration.
Sincerely,

This 2.5- mile trail for walkers, cyclists, and other users will run between the Richmond-San Rafael Bridge and the northern edge of Point Molate, finally opening up this beautiful, historic stretch of shoreline to the public. Mayor Martinez and City Councilors,
I recall our East Richmond Neighborhood Council working on the Blue Ribbon Committee to support investigation of the best use of Pt. Molate in the early 90s. Knowing that EBRPD has picked up the ball inspires a lot of confidence in the future of this prize.
It looks like the project could use a boost to add to the splendid lengths of Bay Trail we host in our town. I doubt many other projects would benefit the citizens of the city of Richmond more than with just a $1,000,000 investment. It will affect the lives of hundreds of thousands of people into the future. It speaks of easy recreation, access for all, ambiance and history.

In regards to continuing the capital project extending the Bay Trail through Point Molate. As a senior citizen I have often ridden my bike to Point Molate but have avoided it lately due to several steep hills on the way to the beach. The in progress trail construction appears to follow the shore and be a great level path for everyone! Please fund this potential treasure. You won’t regret it.

Mayor Martinez and City Councilors,
I have been biking to Point San Pablo Harbor for at least 2 decades. I have had to walk up the hill every time as I do not have the strength to pedal it. Now that I have an e-bike I can pedal up the hill. When I first discovered discovered the Harbor it was possible to walk along the abandoned railroad tracks back to the fork in the road to Point Molate Beach. Creating a public trail for use would make a wonderful and scenic addition to the walking and biking public.
As a Richmond resident I support the city funding Staff Option 2 to provide the $1.0 million in funding to complete the 2.5 multi-use trail between the Richmond- SanRafael Bridge and northern border of Point Molate shoreline.
I am also a docent at Rosie the Riveter WWII Home Front National Historic Park. I often have the opportunity to tell visitors about the drive along Stenmark Drive to the Point Molate Beach. I would love to be able to tell them there is a walk/hike/bike trail all the way to Point San Pablo Harbor.

Hello Council members,
Although the Bay trail is a worthy expenditure… $1 million more of Richmond taxpayers money to provide a trail for the entire Bay Area is questionable.
Taxpayers and concerned residents are begging for expensive corrections to some existing infrastructure programs, such as the Cutting Boulevard gridlock and emergency evacuation issues, and some more basic issues such as crosswalk safety around elementary schools, broken sidewalks, and lack of handicapped availability.
The City of Richmond is already paying well more than it’s fair share of Bay Trail maintenance and infrastructure, so as enticing as the match funding might be, I think that the city has more pressing problems than continuing this (desirable) bike trail to nowhere. Let the state, East Bay Parks , and the county pay.

Dear Members of the City Council,
I am writing in strong support of allocating city funding for at least one Care Navigator position within the ROCK program.
Care Navigators are an essential component of effective outreach teams. By providing consistent follow-up with clients, they facilitate longer-term placements and meaningfully reduce the number of individuals who repeatedly rely on ROCK, police dispatch, and other city services. A dedicated Navigator also relieves a significant portion of the workload carried by ROCK responders, helping to prevent burnout and reduce staff turnover — both of which carry their own substantial costs.
Equally important, a single, consistent point of contact dramatically improves the client experience, which in turn leads to better outcomes and greater program effectiveness.
While the upfront cost of hiring a Care Navigator may appear significant, I believe this investment will yield considerable long-term savings through improved operational efficiency and reduced demand on city resources.
Thank you for your consideration of this important matter.
Respectfully,

Mayor Martinez and City Councilors,
When you meet in Budget Study Session, please adopt Staff’s Option 2 and provide the $1.0 million in funding needed for the Point Molate Bay Trail! Adding this path this year would be a huge boon for Richmond as both a biking/walking destination and would show the city's commitment to non-car alternatives that are better for the environment. I love to show off cool Richmond spots from my friends who live in Berkeley and Oakland, and this area is such a beautiful one to highlight!
Thanks for your time and consideration!

I support the funding of $1M to finance the new trail to Point Molate. For me, this isn’t a discretionary spending item. Rather an exciting public project for the benefit of all Richmond residents.

Please choose option 2 in the budget study session to provide 1.0 million to complete the Pt Molate bay trail this year.
We all know the benefits of being in nature, mental and physical. The city of Richmond can choose now, to fund completion of the Bay Trail and provide additional opportunities for everybody — kids and adults! — to get outside and experience the wonders of living on this Bay. Mayor Martinez and City Councilors,
When you meet in the Budget Study Session, please adopt Staff’s Option 2 and provide the $1.0 million in funding needed for the Point Molate Bay Trail now under construction for completion this year. The 2.5-mile multi-use trail between the Richmond-San Rafael Bridge and the northern border of Point Molate will provide long-awaited public access for enjoyment of this scenic, historic shoreline.
