Public Works

DATE: June 16, 2026
TO: Mayor Martinez and Members of the City Council
FROM: Daniel Chavarria, PE, Director of Public Works, City Engineer
Darcie DeLashmutt, Capital Project Manager
Subject:

Construction Agreement Amendments and Accept the
Shields-Reid Park Field for the Soccer Fields-Restrooms- Parks Project
FINANCIAL IMPACT: The proposed construction agreement amendments and project close-out activities will be partially funded within the existing approved project budget in the American
Rescue Plan Act (ARPA) Fund, combined with the
anticipated transfer of $569,000 from the Boorman Park
Revitalization Project in the Fiscal Year 2026–2027
budget. However, based on current cost projections, a
funding shortfall of $631,000 remains and is not yet
appropriated. City staff will identify and recommend a
funding source for this shortfall as part of the Fiscal Year 2026-2027 budget development process or through a
future budget amendment.

The proposed amendment for Wendell Park with Bauman
Landscape & Construction, Inc. will increase the current agreement amount, which includes previously approved
change orders, by $450,000, resulting in a revised total agreement amount of $2,135,580.98.

The proposed amendment for the Shields-Reid Park
Field with Calico California Constructores, Inc. will
increase the current agreement amount, which includes
previously approved change orders, by $300,000,
resulting in a revised total agreement amount of

STATEMENT OF THE
ISSUE:

The Soccer Fields-Restrooms-Parks Project requires
construction agreement amendments to accommodate
additional project scope and related construction
improvements at Wendell Park and Shields-Reid Park
Field. In addition, the Shields-Reid Park Field portion of the project is complete and ready for formal acceptance by the City Council. City staff requests that the City
Council adopt a resolution approving the agreement
amendments, accepting the Shields-Reid Park Field
improvements as complete, and authorizing
administrative close-out actions.

DISCUSSION:

As part of the Fiscal Year 2021-22 annual budget process, the City Council approved an allocation of American Rescue Plan Act (ARPA) funds for various projects, including

park improvements and recreational facilities. On July 11, 2023, the City Council directed City staff to evaluate options for soccer fields and related improvements in City parks. The evaluation identified improvement needs and funding priorities for Martin Luther King, Jr. Park, Shields-Reid Park, and Wendell Park.

On April 16, 2024, the City Council approved an appropriation of approximately $3.5 million in remaining ARPA funding for the Soccer Fields-Restrooms-Parks Project (Capital Improvement Project No. 23046), increasing the total project budget to approximately $7.7 million.

On April 22, 2025, the City Council approved a construction agreement with Calico California Constructores, Inc. for improvements at Shields-Reid Park Field, including demolition and site preparation for an artificial turf youth soccer field, fencing, sports furnishings, and related park improvements.

On May 20, 2025, the City Council approved a construction agreement with Bauman Landscape & Construction, Inc. for improvements at Wendell Park, including a multi-use turf field, restroom, play area, fencing, picnic improvements, and related amenities.

On October 9, 2025, the City held the first community outreach meeting for the Martin Luther King Jr. Community Center and Park Revitalization Project. The project is currently in early design, where the preferred location for future restroom improvements is being evaluated and determined. As a result, restroom improvements originally contemplated under the Soccer Fields-Restrooms-Parks Project will be completed at a later date. The future restroom improvements will be funded in part with the remaining Soccer Fields-Restrooms-Parks Project funds, allowing the improvements to precede the Martin Luther King Jr. Community Center and Park Revitalization Project if needed.

During construction, additional project scope and related construction requirements were identified at both Wendell Park and Shields-Reid Park Field. At Wendell Park, City-requested scope modifications include the purchase and installation of a single-stall restroom and additional ball-stopper improvements to enhance safety around the sports fields. The changes exceed the previously approved 10 percent contingency.

At the Shields-Reid Park Field, Pacific Gas and Electric Company (PG&E) required redesign of a bioswale adjacent to an existing gas line during a standard site inspection.

Although the original design had previously been approved by PG&E, the changes were mandatory to address safety requirements. The redesign and associated construction modifications require an agreement amendment, and the final cost is currently under negotiation.

The proposed amendment with Bauman Landscape & Construction, Inc. will increase the agreement amount by $450,000, increasing the agreement from $1,685,580.98, which includes previously authorized change orders, to $2,135,580.98. The revised agreement amount includes a 10 percent change order authority for a not-to-exceed total of $2,349,139.08.

June 16, 2026

The proposed amendment with Calico California Constructores, Inc. will increase the agreement amount by $300,000, increasing the agreement from $2,325,479.61, which includes previously authorized change orders, to $2,625,479.61. The revised agreement amount includes a 10 percent change order authority for a not-to-exceed total of $2,888,027.57.

Construction of the Shields-Reid Park Field improvements has been completed in accordance with the approved plans, specifications, contract documents, and applicable City of Richmond standards. Upon acceptance by the City Council and finalization of the PG&E-related Change Order, staff will file a Notice of Completion with the Contra Costa County Recorder’s Office. The City Engineer will release the contractor bonds and retention payment in accordance with applicable laws, regulations, and contract provisions, provided there are no outstanding liens or stop notices.

City staff recommend that the City Council adopt the resolution approving the construction agreement amendments, accept the Shields-Reid Park Field as complete and authorize the administrative actions necessary to finalize project close-out.

Approval of the proposed actions into the current construction phase allows the City to minimize additional mobilization costs, reduce schedule impacts, and coordinate improvements efficiently across both park sites.

To accommodate the changes in scope, the project completion schedule has been revised from Summer to Fall 2026 for Wendell Park.
