The 2025-26 Grade 5 RAA Line Replacement Project - Phase I replaces 29 pipelines with an approximate combined length of 12,030 lineal feet, or just over 2 miles.

The pipe segments to be rehabilitated for this project are identified in Scope of Work Attachment A (see attached). The work will include replacement of deteriorated sewer pipe segments within the collection system using pipe bursting or open cut, including installing new manholes where indicated on Attachment A. For pipe replacement work, pipe bursting is the preferred method followed by open cut. The Contractor shall conduct a pre-CCTV to locate and reinstate laterals. A complete NASSCO graded post-construction CCTV survey of the entire line segment (manhole to manhole) shall be completed upon completion of the work and provided to Veolia and the support engineers.

This project was competitively bid to be performed on a "design-build" basis, and the Contractor is responsible for engaging the services of an engineering firm to issue design drawings for lines with utility conflicts and other constructability issues and also issue the final as-built drawings. Hence, per the City's direction, no engineered drawings were provided for this pipe replacement project. Not to exceed fees are included for compaction testing services, engineering support services and community outreach support in this proposal. All services provided for design support are by V. W. Housen & Associates, community outreach by J Majors and Associates and compaction testing services by Questa Engineering; they shall be tracked by Veolia and billed to the City with associated markups. All unused funds and associated Veolia markup shall return to the City.

On March 2, 2026 the City posted the Request for Bids on Bids Online, and Veolia conducted two mandatory pre-bid meetings on 3/11/2026 and 3/26/2026 with 12 participants in total. On April 13, 2026, five (5) bids were received from qualified contractors; the apparent low bid received was from Glosage Engineering Inc. in the amount of $3,653,769.00. Veolia evaluated all of the bids and found Glosage's bid to be responsive and complete and we recommend awarding the contract to Glosage ENgineering, who is the low bidder. Their bid is attached.

The total authorization amount of this TA is $4,534,843, which includes Veolia's 16.5% markup as well as NTE estimated design, testing and public outreach amounts for V.W. Housen & Associates, Questa Engineering, and Jacqueline Majors Associates, respectively.

Dear Mr. Vignau:

As requested, attached is our scope and fee for providing engineering services during the construction phase for the 2025-26 RAA Line Replacement Project. This project replaces 29 pipes with a combined length of 12,030 feet located throughout the service area and 21 associated manholes.

The selected contractor will be required to complete pre- and post-construction closed-circuit television (“CCTV”) inspection of the line and to conduct all field investigations and 30 percent designs for each line repair or replacement.

The contract period ends on December 31, 2026 (approximately 36 weeks).

V. W. Housen & Associates (“VWHA”) will provide the following engineering services during the construction phase.
• Project Management
• Attend virtual weekly project meetings
• Review pre- and post-construction videos and provide comments in spreadsheet format • Review Contractor calculations, designs, and respond to questions during construction • Review and respond to submittals
• Review as-built documentation to be provided by the contractor.

We will provide the above services for a not-to-exceed cost of $90,300, as shown on Table 1. This estimate is approximately 2.5% of lowest bid received.

Thank you for selecting us for this project. We look forward to working with you and the City.

Please let me know if you have questions or would like additional information.

Sincerely,
V. W. Housen & Associates
Vivian Housen, P.E.
