Membership Correction
FINANCIAL IMPACT: There is no fiscal impact associated with this item.
PREVIOUS COUNCIL
ACTION:
September 23, 2025
May 19, 2026
STATEMENT OF THE
ISSUE:
At its April 28, 2026, meeting, the Macdonald Avenue
Corridor Task Force voted to recommend the addition of
five (5) new members: three (3) business
representatives, one (1) resident representative, and one (1) flexible seat for a property owner, business owner, or combination thereof. On May 19, 2026, the City Council
approved four (4) new seats. This item corrects that
action by adding one (1) additional seat and clarifying the intended seat types, bringing the total number of new
seats to five (5), consistent with the Task Force’s
recommendation.
RECOMMENDED ACTION:
APPROVE the correction to the May 19, 2026 Council
action by adding one (1) additional seat to the Macdonald Avenue Corridor Task Force, for a total of five (5) new seats, consisting of three (3) business representatives, one (1) resident representative, and one (1) flexible seat designated for either a property owner, business owner, or a combination thereof, to be filled through the standard Boards and Commissions process — Mayor’s Office
(Mayor Eduardo Martinez 510-620-6502).
AGENDA
REPORT
June 16, 2026
DISCUSSION:
The Macdonald Avenue Corridor Task Force was created to bring together stakeholders and decision-makers to identify priorities, coordinate revitalization efforts, and develop recommendations for the City Council regarding the future of the Macdonald Avenue Corridor.
At its April 28, 2026, meeting, the Task Force discussed its membership structure and voted to recommend adding five (5) new members. The recommendation was intended to broaden representation and ensure that the Task Force includes voices with a direct connection to the corridor.
The Task Force’s recommended five (5) new seats were:
Three (3) business representatives;
One (1) resident representative; and
One (1) flexible seat, designated for either a property owner, business owner, or combination thereof.
On May 19, 2026, the City Council approved an item expanding the Task Force membership. However, the approved action added four (4) new seats rather than the five (5) seats recommended by the Task Force. In addition, the seat types approved in the May 19, 2026, action need to be clarified to reflect the Task Force’s original recommendation.
This item corrects the May 19, 2026, Council action in two ways. First, it adds one (1) additional seat, bringing the total number of new seats to five (5). Second, it clarifies that the five (5) new seats shall consist of three (3) business representatives, one (1) resident representative, and one (1) flexible seat for either a property owner, business owner, or combination thereof.
This correction will ensure that the Task Force membership accurately reflects the recommendation approved by the Task Force at its April 28, 2026 meeting. It will also support the Task Force’s next phase of work, including the development of bylaws, clarification of membership categories, and establishment of expectations for participation.
The five (5) new seats will be filled through the standard Boards and Commissions process. Applicants should live, own a business, own property, or otherwise demonstrate a clear connection to and stake in the Macdonald Avenue Corridor. All appointments will return to the City Council for confirmation, consistent with the procedures used for City boards, commissions, committees, and advisory bodies.
