DISCUSSION:

The Richmond Housing Authority and City of Richmond Finance Department are requesting approval of the Title 2 Code of Federal Regulations Part 200 (2 CFR Part 200) compliant Cost Allocation Plan to support the development of RHA’s Central Office Cost Center (COCC) and budgets, as required under the Public Housing Authority Recovery and Sustainability (PHARS) Agreement deliverables.

On February 5, 2025, the City Council approved the engagement of Matrix Consulting Group to prepare the 2 CFR Part 200 compliant Cost Allocation Plan. The purpose of the plan is to identify and quantify costs incurred by the City of Richmond on behalf of RHA and establish a reasonable methodology for recovering eligible administrative and support costs from the United States Department of Housing and Urban Development (HUD).

The consultant completed the Cost Allocation Plan, which was subsequently reviewed, revised, and approved by City staff. The next step in the process was consideration and approval by the RHA Board of Commissioners. RHA staff is now submitting the finalized Cost Allocation Plan to the Board of Commissioners for final adoption.
