DISCUSSION:
The Yellow Brick Road Project is a multi-phase, community-led effort to designate and implement safe walking and bicycling routes for Iron Triangle neighborhood residents.
The project is intended to increase walking and bicycling as modes of transportation to schools, parks, downtown Richmond destinations, the Richmond Multimodal Station, the Richmond Greenway, and the San Francisco Bay Trail.
The Yellow Brick Road Project Phase I included pedestrian safety improvements, bicycle improvements, traffic safety improvements, landscaping enhancements, increased tree canopy, and plant and tree establishment and maintenance. Phase 1 was completed in June 2024.
The Yellow Brick Road Phase II – Supplemental Street Lighting Project (Project) included the installation of approximately 92 new pedestrian-scale streetlights along the 8th Street corridor between Ohio Avenue and Pennsylvania Avenue to improve safety and visibility for people walking and bicycling.
On May 21, 2024, the City Council authorized the award of a construction contract to Nema Construction, Inc. for the Project in an amount not to exceed $1,141,700, which included a ten percent contingency of $104,000. During construction, the contingency was fully utilized to address unforeseen field conditions, including repairs to damaged concrete sidewalk and curb infrastructure, maintenance of existing streetlights, and installation of supplemental lighting at Elm Playlot. On December 16, 2025, the City Council approved Contract Amendment No. 1 in the amount of $33,900, increasing the total contract amount to $1,175,600.
Construction of the Project has been completed in accordance with the approved plans and specifications.
