RECOMMENDED ACTION:

APPROVE a sole-source contract with Oakley & Oakley
for architectural and engineering services for the
Corporation Yard Americans with Disabilities Act
Restroom Remodel Project, in an amount not to exceed
$21,500, for a term beginning June 24, 2026, and ending June 24, 2028 - Public Works Department (Jose
Valenzuela 510-620-6955/Daniel Chavarria 510-620-
5478).

DISCUSSION:

The City requires architectural and engineering services to complete the final design of the Corporation Yard Americans with Disabilities Act Restroom Remodel Capital Improvement Project, CIP No. 23034, located at 6 13th Street in Richmond. The Project will upgrade existing restroom facilities to meet current Americans with Disabilities Act requirements, California Building Code standards, and City standards.

Oakley & Oakley previously provided architectural and engineering design services for the Project under an agreement that expired on June 30, 2023. At the time the agreement expired, approximately 90 percent of the construction documents had been completed. Due to prior staffing vacancies and limited staff resources, the Project was delayed and the remaining design work was not completed before expiration of the original agreement.

City staff now seeks to complete the remaining design work so the Project can advance to bidding and construction. The remaining work includes final construction documents, plan check coordination, responses to plan check comments, bid support, and construction administration services. The proposed contract amount of $21,500 includes the remaining design effort, updates needed to comply with the 2025 California Building Code, and a contingency for additional services that may be required to complete the design and support the Project through construction.

Pursuant to Richmond Municipal Code Section 2.52.326, City staff recommend a sole source contract with Oakley & Oakley. Oakley & Oakley is uniquely positioned to complete the remaining services because the firm prepared the existing design documents, has project-specific knowledge of the site conditions and design requirements, and is familiar with the prior coordination completed for the Project.

Retaining a new consultant at this stage would require the new firm to review, verify, and potentially revise the existing plans and specifications, resulting in duplicated effort, additional cost, and further schedule delay.

The total revised design fee for the Project is $38,250. Of that amount, $18,764.50 was previously expended under the prior agreement. The proposed sole source contract would authorize the remaining amount needed to complete the design and provide related support services, in an amount not to exceed $21,500.

City staff recommends that the City Council approve a sole source contract with Oakley & Oakley to maintain design continuity, avoid duplication of effort, minimize further delay, and efficiently complete the Corporation Yard Americans with Disabilities Act Restroom Remodel Project.
