DISCUSSION:

The Hilltop Landscape Maintenance District (HLMD) was established in 1986 and subsequently reauthorized on June 23, 1998, through Resolution No. 91-98, to provide landscaping and maintenance services within the Hilltop area of Richmond. The District encompasses residential, commercial, industrial, and vacant properties located in the vicinity of Hilltop Mall, Richmond Parkway, Atlas Road, and surrounding areas.

The District provides for the maintenance and servicing of landscaped medians, street trees, open space areas, parks, sound walls, irrigation systems, signage, trails, and related facilities. Maintenance activities include landscape maintenance, irrigation repairs, graffiti removal, litter control, sound wall maintenance, and upkeep of District amenities and infrastructure.

As directed by the City Council, the City Engineer caused the preparation of the Annual Levy Report for the Hilltop Landscape Maintenance District for Fiscal Year 2026-2027 (“Engineer’s Report”). The Engineer’s Report describes the improvements and services to be maintained within the District and estimates the costs associated with providing those services during the upcoming fiscal year.

The Engineer’s Report recommends increasing assessments by three percent (3%) from Fiscal Year 2025-2026, as authorized under Resolution No. 91-98. The proposed increase is necessary to help offset increases in maintenance, utility, operational, and administrative costs associated with maintaining District improvements and services.

On June 2, 2026, the City Council approved the preliminary Engineer’s Report, declared its intention to levy and collect assessments for Fiscal Year 2026-2027, and scheduled a public hearing for June 23, 2026. Notice of the public hearing and proposed assessment increase was provided in accordance with applicable law.

The attached resolution adopts the Engineer’s Report and orders the levy and collection of assessments in the Hilltop Landscape Maintenance District for Fiscal Year 2026- 2027.
