RESOLUTION NO. XX-26

A RESOLUTION TO ACCEPT THE AUTOMATED TRANSIT NETWORK

FEASIBILITY STUDY, INCLUDING PRELIMINARY CONCEPT ALTERNATIVES

AND PLANNING-LEVEL CAPITAL COST RANGES, AND TO DIRECT REMAINING

FEASIBILITY STUDY FUNDS TO INSTALL SOLAR LIGHTING ALONG BUS ROUTES
WHEREAS, in December 2023, the City Council directed staff to evaluate whether an Automated Transit Network could effectively serve the mobility needs of Richmond; and WHEREAS, in June 2025, staff returned to the City Council to request funding and hire a consulting firm, Kimley-Horn, to conduct an Automated Transit Network feasibility study; and WHEREAS, the Automated Transit Network Feasibility Study evaluated potential benefits, implementation strategies, risks, potential routes, station locations, equity considerations, and private-sector participation opportunities; and WHEREAS, an Automated Transit Network uses small, electric, self-driving vehicles operating on dedicated guideways separated from regular traffic and is intended to provide direct trips between stations with fewer delays from traffic congestion or intermediate stops; and WHEREAS, the feasibility study identified three preliminary concept alternatives:

Alternative 1, Richmond Parkway Transit Center to Point Richmond; Alternative 2, Richmond Parkway Transit Center to Richmond Ferry Terminal; Alternative 3, Richmond BART to El Cerrito Plaza BART; and WHEREAS, Alternative 1 is approximately 7.4 miles with 15 proposed Automated Transit Network stations and six potential spur connections, with a planning-level capital cost range of approximately $1.4 billion to $1.7 billion; and WHEREAS, Alternative 2 is approximately 7.3 miles with 18 proposed Automated Transit Network stations and two potential spur connections, with a planning-level capital cost range of approximately $1.2 billion to $1.4 billion; and WHEREAS, Alternative 3 is approximately 3.7 miles with eight proposed Automated Transit Network stations and two potential spur connections, with a planning-level capital cost range of approximately $0.6 billion to $0.7 billion; and WHEREAS, the feasibility study is intended to assist the City in evaluating whether an Automated Transit Network could address local and regional mobility needs and does not recommend approval of a project, selection of a preferred alignment, commitment of capital funding, procurement, contract award, or construction activity; and WHEREAS, the Automated Transit Network Feasibility Study is funded by Environmental and Community Investment Agreement (ECIA) funding and is included in the approved fiscal year 2025/26 budget for the Public Works Department, project number 23074, with an approved study budget of $195,960; and

WHEREAS, the remaining funds budgeted for the feasibility study total approximately $100,000 after expenditure of approximately $95,960 and are requested to be directed to install solar lighting along bus routes, which is consistent with ECIA funding to reduce greenhouse gas emissions by making transit safer and therefore more attractive for increased ridership.

NOW, THEREFORE, BE IT RESOLVED that the City Council finds as follows:

1. The City Council hereby accepts the Automated Transit Network Feasibility Study, including the preliminary concept alternatives and planning-level capital cost ranges.

2. Acceptance of the Automated Transit Network Feasibility Study does not approve an Automated Transit Network project, select a preferred alignment, authorize construction, authorize procurement, award any contract, appropriate new funds, or commit the City to future capital funding or project implementation.

3. The City Council hereby directs the remaining feasibility study funds, totaling approximately $100,000, to be used to install solar lighting along bus routes, consistent with the approved budget and applicable City requirements.

4. The City Manager or their designee is authorized to take administrative actions necessary to carry out the intent of this Resolution, consistent with adopted budget authority and applicable City procurement and contracting requirements.

5. This Resolution shall take effect immediately upon its passage.

BE IT FURTHER RESOLVED that the City Council designates the City Clerk as the custodian of the documents and other materials which constitute the record of proceedings upon which the decision herein is based.
