CITY OF RICHMOND

MARINA BAY LANDSCAPE AND LIGHTING MAINTENANCE DISTRICT

The Marina Bay Landscape and Lighting Maintenance District was formed in 2009 under the provisions of Chapter

12.60 of the Richmond Municipal Code (“City of Richmond Maintenance District Procedure”) to provide funding for the ongoing operation, maintenance, and servicing of public landscaping and lighting improvements within Marina Bay. Under the rules of the District, the City of Richmond contributes approximately 42%, and the Marina Bay residents contribute approximately 58% of the total budget. Enclosed for your information are the Assessment Rates, the proposed budget for the upcoming 2026-27 Fiscal Year (ESTIMATE OF COST) and a map of the District (ASSESSMENT DIAGRAM). This budget is scheduled to appear before the City Council on June 23, 2026 and subject to the Council’s approval, the assessments will be transmitted to the County Auditor for collection with the Fiscal Year 2026-27 property taxes. More information about the District may be found at http://www.ci.richmond.ca.us/71/Parks-and-Landscaping.

The maximum assessment rates increase annually by 3% over the prior year. This annual 3% adjustment is based on historical inflationary adjustments and is slightly less than the average annual percentage change in the Consumer Price Index (CPI) in the San Francisco-Oakland-Hayward Area over the past twenty years. The actual Fiscal Year 2026-27 Assessment rates are calculated based on the Fiscal Year 2026-27 proposed budget. The rates for each zone for Fiscal Year 2026-27 are shown below.
