RESOLUTION NO. ______

A RESOLUTION OF THE COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA,

AUTHORIZING THE ISSUANCE OF A TASK AUTHORIZATION TO REPLACE THE THREE EXISTING SODIUM HYPOCHLORITE STORAGE TANKS AT THE CITY OF RICHMOND’S

WASTEWATER TREATMENT PLANT
WHEREAS, Sodium hypochlorite is used at the City’s wastewater treatment plant as a disinfectant and the three existing sodium hypochlorite tanks have exceeded their service life; and
WHEREAS, installing new tanks will ensure continued reliable disinfection operations, eliminate environmental and safety risks from the equipment, provide enhanced monitoring capabilities, and maintain regulatory compliance at the City’s wastewater treatment plant; and WHEREAS, due to the extended lead times for tank fabrication the City ordered new tanks and they have been delivered, and the City needs to hire a qualified contractor to demolish and dispose of the outdated existing tanks and associated piping systems, install the new tanks with new piping systems, electrical conduits, wiring and ancillary equipment such as level sensors, ladders, displays, and reverse float gauges; and WHEREAS, on February 20, 2026, a request for proposal was posted to BidsOnline to remove the old tanks and install the new tanks, and 775 vendors were notified of the post and 29 prospective bidders downloaded the bid information; and WHEREAS, on March 27, 2026, three (3) bids were received from (in alphabetical order): Corcus, Pacific Infrastructure, and W.R. Forde Associates and City staff and Veolia staff reviewed the bids and determined that W. R. Forde and Associates, Inc. was the lowest responsive bid; and
WHETREAS, to ensure the project can be completed without significant delays or additional funding requests, a 15 percent contingency is deemed necessary and appropriate for this project, reflecting the complexity and risks associated with managing and replacing older infrastructure; and
WHEREAS, the new tanks must be integrated with the City's Supervisory Control and Data Acquisition (SCADA) system to monitor gather real-time data on, and control the use of sodium hypochlorite at the wastewater treatment plant; and WHEREAS, Calcon Systems a firm specializing in control systems and the firm that recently completed the SCADA system upgrade at the wastewater treatment plant, has submitted a proposal for $24,291 to program and commission the controller for seamless operation of the valves and sodium hypochlorite operating system, and the proposal was reviewed and was deemed fair and reasonable given the specialized nature of the work; and WHEREAS, if awarded to the low bidder, the total cost estimate for the Sodium Hypochlorite Tank Replacement project, is as follows:

W. R. Forde Associates $395,260
Calcon Systems $24,291
