Veolia Water West Operating Services, Inc. (Veolia) operates and maintains the City of Richmond’s Wastewater Treatment Facility (WWTF) and the collection system. The three existing 10,300-gallon Sodium Hypochlorite (SHC) storage tanks manufactured by Poly Processing required replacement as they have exceeded their service life, with one tank experiencing bottom leakage that is beyond repair. Following manufacturer recommendations and the City of Richmond's direction, all three tanks will be replaced simultaneously as they were originally installed at the same time. The replacement will include new ancillary equipment and systems.
This project will ensure continued reliable disinfection operations, eliminate environmental and safety risks from the failing equipment, provide enhanced monitoring capabilities, and maintain regulatory compliance at the wastewater treatment facility.
Due to extended lead times for tank fabrication, the tank procurement was initiated first and has been completed; the City executed a separate TA on July 29, 2025 (see attached). This second TA addresses the construction and installation phase, which includes the demolition and disposal of the existing tanks and associated piping systems, as well as the installation of the new tanks with new piping systems, electrical conduits, wiring, and ancillary equipment such as level sensors, ladders, displays, and reverse float gauges. The City advertised the project on BidsOnline on February 20, 2026, with the bid opening on March 27, 2026. Three competitive bids were received and thoroughly evaluated. Following comprehensive analysis, the City and Veolia determined that W. R. Forde submitted the lowest responsive bid at $395,260.00 (see attached bid analysis).
In addition to the physical installation, the new tanks must be integrated with the City's upgraded SCADA (Supervisory Control and Data Acquisition) system to enable continuous monitoring and accurate management of chemical storage operations. Calcon Systems possesses specialized institutional knowledge of the Richmond WWTP SCADA infrastructure, having completed the facility's recent system upgrade, and served since as the integrator for all new assets. Calcon Systems has submitted a proposal for $24,291.00 to provide PLC programming and commissioning services for the automatic valves and hypochlorite operation systems. This proposal has been reviewed and is deemed fair and reasonable given the specialized nature of the work.
The total authorization amount requested is $488,776.92, which includes a 16.5% Veolia markup.
