DISCUSSION:

The Richmond Police Department (RPD) requests approval for a sole source contract with the Richmond Rod and Gun Club (RRGC), the only facility that meets the City’s sole source procurement criteria. Following the loss of the department’s former range and the closure of The Halo Group facility, RRGC is the only viable firearms training range within a reasonable distance. It also provides the full range of required training amenities, including pistol, rifle, and action shooting areas, offers operating hours that accommodate swing and graveyard officers without overtime, and provides a government rate lower than regional competitors outside the City. In accordance with the City of Richmond’s Sole Source Procurement Policy, RRGC is the only practical, cost-effective, and operationally suitable provider for mandatory firearms training, making a three-year contract with optional extensions the most efficient and responsible solution for maintaining training continuity and meeting Peace Officer Standards and Training (POST) requirements.

RPD staff is seeking approval for a new three-year contract, with two one-year extensions for an amount up to $25,000 for each extension year, to continue renting range shooting lanes for new hire on-boarding, regular/mandated training, special teams training, and qualification shooting.

RRGC not only provides the closest proximity for our officers but has also consistently offered the most competitive rates for range rentals to governmental agencies. Even without nearby competition, the facility offered the department a “government” rate that was lower than other competing ranges outside of the city.

Moreover, RRGC boasts a range of amenities essential for RDP training needs, including a 25-yard pistol range, 100-yard and 200-yard rifle ranges, and an action shooting training area. The latter is crucial as it is mandatory for almost all RPD range training activities.

One significant advantage of RRGC is its extended operating hours, a feature unmatched by other facilities. This allows officers on swing and graveyard shifts to undergo essential training without incurring overtime costs, thereby optimizing both resources and personnel.

Based on these considerations, RPD staff proposes a three-year contract not to exceed $75,000 for the period of June 30, 2026, through June 30, 2029, with two one-year extensions at $25,000 annually, for a total not to exceed $125,000 through June 30, 2031.

Richmond Police Department staff believe that entering into this contract agreement with RRGC will not only address the immediate need to satisfy continued training but also establish a reliable and cost-effective solution for the foreseeable future.
