DISCUSSION:

The North Richmond Waste and Recovery Mitigation Fee Joint Expenditure Planning Committee (Mitigation Committee) was formed for the specific purpose of preparing a North Richmond Waste and Recovery Mitigation Fee Expenditure Plan (Expenditure Plan) to assist the City and County with the administration of funds for the benefit of North Richmond. In accordance with the Memorandum of Understanding, all proposed projects and activities included in the Expenditure Plan require authorization by the Richmond City Council and County Board of Supervisors for consistency with the purpose of mitigation fund use.

New Expenditure Plans and modifications to existing Expenditure Plans must be approved by both the County Board of Supervisors and Richmond City Council to officially authorize the use of North Richmond Waste and Recovery Mitigation Fee funding. The purpose of the North Richmond Waste and Recovery Mitigation Fee is to mitigate designated impacts resulting from the County and City-approved land use permits for the expanded Bulk Material Processing Center located in North Richmond.

At the Mitigation Committee meeting on May 22, 2026, the Mitigation Committee voted to recommend that the County Board of Supervisors and Richmond City Council approve a Fiscal Year 2026-27 Expenditure Plan that allocates funding from July 1, 2026, through June 30, 2027 (Attachment 1).

The recommended FY 2026-27 Expenditure Plan incorporated the following changes:
 Decrease funding for Strategy 2 - Neighborhood Clean-ups  Decrease contingency funding
 All other strategies remained unchanged

All proposed projects were evaluated based on projected outcomes, contributions to the North Richmond community, fiscal management, diversity, and collaboration. The next Mitigation Committee meeting is scheduled for October 16, 2026.

Each new Expenditure Plan must receive final approval from the County Board of Supervisors and Richmond City Council. Expenditure Plans and any associated amendments recommended or approved by the Mitigation Committee only take effect when approved by the County Board of Supervisors and Richmond City Council.

Therefore, approval of the Fiscal Year 2026-27 Expenditure Plan would allow City and County staff to implement programs and projects without interruption. The County Board of Supervisors reviewed and approved the Fiscal Year 2026-27 Expenditure Plan for its June 23, 2026, meeting.
