FINANCIAL IMPACT: The financial impact includes travel, registration, and hotel expenses for the Vice Mayor to attend the Annual
Conference as the voting delegate for the City of
Richmond. These costs will be paid from their existing
travel budgets.

STATEMENT OF THE
ISSUE:
The League of California Cities makes an annual request to member cities to designate a voting delegate and up to two alternate(s), if the delegate is unable to serve, to attend the Annual Business Meeting of the League of
California Cities’ Annual Conference.
RECOMMENDED ACTION:
DESIGNATE Vice Mayor Doria Robinson as voting
delegate to represent the City of Richmond at the Annual Business Meeting of the League of California Cities’ 2026 Annual Conference, to be held in Anaheim at the
Anaheim Convention Center, Wednesday, September 23
through Friday, September 25, 2026 – City Clerk’s Office (Pamela Christian 510-620-6513).

DISCUSSION:
An Annual Business Meeting is held each year at the League of California Cities’ Annual Conference. During the Business Meeting, the members consider and vote on resolutions to establish policies for the League. It is important that each member city participate in the business meeting to ensure they have the opportunity to be a part of the decision-making process for League policies.
Attendance and participation at the Business Meeting is restricted to cities that have designated a voting delegate and an alternate. Both the voting delegate and the alternate must be registered for the Annual Conference.
The 2026 Annual Conference will be held September 23, 2026, through September 25, 2026, at the Anaheim Convention Center in Anaheim, California. The deadline to submit the names of the delegate and alternate is Tuesday, September 1, 2026.
