RESOLUTION NO. ___________
A RESOLUTION OF THE COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA, RE-
CERTIFYING THE UPDATED SEWER SYSTEM MANAGEMENT PLAN (SSMP)
WHEREAS, on May 2, 2006, the State Water Resources Control Board (SWRCB) adopted Order No. 2006-0003-DWQ establishing Statewide General Waste Discharge Requirements for Sanitary Sewer Systems; and
WHEREAS, the 2006 Order requires public entities that own or operate sanitary sewer systems to prepare and implement a Sewer System Management Plan (SSMP) to ensure proper management, operation, maintenance, and protection of public health and water quality; and WHEREAS, the Order requires periodic review and updates of each SSMP to ensure it reflects current operational practices and regulatory requirements; and WHEREAS, in 2017, City staff, in coordination with Veolia, conducted an additional review and update of the SSMP, which was re-certified by the City Council; and WHEREAS, in December 2022, the SWRCB issued Order WQO-2022-0103-DWQ modernizing the original 2006 Order and emphasizing asset management, climate resilience, rehabilitation prioritization, and clearer regulatory oversight; and WHEREAS, the 2022 Order changed the SSMP update cycle from every five years to every six years, and requires governing board recertification and submission to the SWRCB by August 2, 2025; and
WHEREAS, City staff and the City’s consultant have completed updates to the SSMP to reflect current operational procedures, staffing strategies, and wastewater collection system management practices; and
WHEREAS, although these updates were completed prior to the State’s deadline, formal City Council approval and re-certification remain necessary to maintain compliance with SWRCB requirements.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Richmond hereby recertifies the updated Sewer System Management Plan attached hereto, pursuant to California Water Code 13263, contained in Division 7 of such code and regulations.
