RESOLUTION NO. xx-26

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND

APPROVING ROADWAY MODIFICATIONS ASSOCIATED WITH THE MCBRYDE

AVENUE SAFE ROUTES TO PARK PROJECT, INCLUDING CLOSURE OF THE

DIRECT VEHICULAR CONNECTION BETWEEN GLENN AVENUE AND MCBRYDE AVENUE

WHEREAS, the City of Richmond is implementing the McBryde Avenue Safe Routes to Park Project (“Project”) to improve roadway safety, pedestrian accessibility, bicycle connectivity, and multimodal circulation along the McBryde Avenue corridor; and WHEREAS, the Project includes traffic calming improvements, bicycle facilities, Americans with Disabilities Act (ADA)-compliant curb ramps, paving improvements, sidewalks, and updated signage and striping; and
WHEREAS, City staff evaluated operational and safety conditions at the intersection of Glenn Avenue and McBryde Avenue, including roadway geometry, limited sight distance, short block spacing, intersection skew, vehicular conflict points, and pedestrian and bicycle connectivity; and
WHEREAS, staff determined that closure of the direct vehicular connection between Glenn Avenue and McBryde Avenue would improve roadway safety, reduce cut-through traffic, simplify circulation patterns, and support multimodal access associated with the Project; and WHEREAS, the proposed roadway modifications would maintain neighborhood access through the surrounding street network, including access between Glenn Avenue and McBryde Avenue through Yuba Avenue; and
WHEREAS, staff coordinated with the City of San Pablo, Richmond Fire Department, and Richmond Police Department regarding the proposed roadway modifications and emergency access considerations; and
WHEREAS, the City of San Pablo reviewed the proposed improvement plans and provided written support for the roadway modifications associated with the Project; and WHEREAS, City staff conducted community outreach regarding the proposed roadway modifications and received generally positive public feedback; and WHEREAS, the roadway modifications are funded through the One Bay Area Grant Program (OBAG3) and are included in the approved Fiscal Year 2025–2026.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richmond that:
