2.9 %.
Proposal:
• Tariff No. 3 has been overhauled in terms of content and format. Certain outdated provi sions have been removed and other language has been modernized. Certain sections, includin g Definiti ons, General Rules and Regulations , and Dockage and Wharfa ge, have been cleaned up and consolidated. • The Tariff outlin e and numb ering format was changed. The previous "SECTI ONS" protoco l for every item was replaced with a general Sections, Numbers, Letters form at. • Tariff items that were provided in Cents have all been changed to Doll ar($) format (i.e. $ 1.00). • A General Rate Increa se (GR!) of 2.9% was applied to all Tariff items. • A Clean Air Program Fee was add ed. This Tai:iff Item replace s the 2025 Tariff Environmental Services Fee based on per vehicle discharged fee that had not been implem ented or applied to any carrier s. The Clean Air Program Fee reads as follows :
o The Port will assess a Clean Air Program Fee of $200 per hour . This fee will appl y to vesse ls subjec t to the CARB At-Berth Regulations (Titl e 17, California Code of Regulations, Section 93 130) when suc h vesse ls are ca lling at regulated berths. The charge is being assesse d to offset costs assoc iated with : provision, operation, and maintenance of CARB- approved emissions control systems; monitoring and reporting activities requir ed by CARB; and admini strative complianc e support.
Justific ation:
The legacy Tariff No. 3 document appears to have been initially writt en in 1994 and has not been substantially or consistently updated since that time. Tracking, mai ntain ing, and updating the previous document was burdensome. Therefore, the full document has been re-written inclusive of all required content.
The GRI is being implemented to stay current with the cost of doing business and is aligned with the Bureau of Labor Statistics West Region CPI-U for the 12-monthy period ending December 2025.
The Clean Air Program Fee is being implemented to offset the Port of Richmond's investment in provisioning CARS-Approved Emissions Control Solution for the Port's tenants.
