On-site encapsulation beneath a geosynthetic clay liner (GCL), landscaped mound, and hardscape features.
Placement of a minimum 2-ft clean soil cover across the site.
Implementation of deed restriction and O&M plan with annual inspections.
2. Area V
Constructed as a soil relocation/containment area for petroleum-impacted soils.
Installation of geotextile liner and placement of:
~3 ft hydrocarbon-impacted soil (Zone 2),
-2 ft bioremediated soil (Zone 5A),
~4 ft clean soil cap.
Land-use controls and long-term monitoring (no ongoing groundwater requirements).
3. Shimada Friendship Park
Excavation and offsite disposal/reuse of paint- and metal-impacted soils.
In-place encapsulation of remaining hydrocarbon-impacted soils.
Installation of a multi-layer soil cap (S2 ft clean fill).
Limited groundwater monitoring and long-term inspection/maintenance program implemented.
4. Area T
Docusign Envelope ID: 86C93CEC-1934-8A9B-804C-F077BE7A09EF Excavation and offsite disposal of lead and hydrocarbon contaminated soil.
Excavation and reuse of alkali ponds
On-site encapsulation of residual contamination with soil cover.
Separate phase hydrocarbon removal via skimming and absorbent media in groundwater wells:
Ongoing groundwater monitoring program.
5. Peninsula Drive (Western & Eastern Portions)
Relocation and in-place encapsulation of:
Lead-impacted soil (western portion),
Petroleum hydrocarbon-impacted soil (eastern portion).
Construction of roadway with road base and asphalt cap acting as an engineering control.
Deed restriction and O&M inspections to maintain cap integrity.
6. Regatta Boulevard
Petroleum- and lead-impacted soils left in-place and encapsulated.
Installation of asphalt roadway cap over impacted soils.
Institutional controls (deed restriction) and formal soil management procedures for any cap disturbance.
Later construction disturbance managed via soil characterization and offsite disposal with DTSC oversight.
7. Boat Harbor Parking Area
Metal-bearing soil excavated from Area BB and lead paint-bearing soil were stockpiled.
Metal and paint debris were separated from the stockpile.
The stockpiled lead-impacted soils were blended with lime-type materials and encapsulated beneath the parking lot expansion as an engineered cap:
minimum 9-inch Clean fill layer + gravel base + 2-inch asphalt pavement.
Deed restriction and ongoing inspection program implemented.
8. Marina Way South Extension
Relocation of metal-impacted soils from West Shore Areas.
Soil amended (stabilized) with alkaline materials.
Placement beneath roadway and encapsulation under asphalt and aggregate base.
Long-term O&M and inspection requirements implemented.
9. Area FM
Site characterization identified petroleum hydrocarbons, metals, and debris.
Selected remedy: on-site encapsulation with land use controls.
Planned engineered cap integrated with future development (buildings, pavement, landscaping).
Interim Asphalt cap and full O&M program planned to be installed in 2026.
10. Area FF
Excavated lead-impacted soil from Area DD was encapsulated as engineered fill with 1 foot clean soil and an asphalt cap.
11. Area O
Lead and organic compounds (paint thinner) within soil were excavated and organic compounds were aerated.
Soils were reburied to depths of 4.5 feet under clean fill, topped with aggregate base and building foundations or hardscape.
Vapor intrusions barriers (including preferential pathway seals) were installed in affected residential buildings.
