RESOLUTION OF THE COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA,
APPROVING TWO ON-CALL CONTRACTS WITH VASQUEZ & COMPANY LLP AND MACIAS GINI & O’CONNELL LLP FOR ON-CALL FINANCIAL AND
GRANT AUDITING SERVICES FOR AN INITIAL THREE-YEAR TERM, EACH IN AN AMOUNT NOT TO EXCEED $100,000, FOR A COMBINED NOT-TO-EXCEED AMOUNT OF $200,000, WITH AN OPTION TO EXTEND FOR TWO ADDITIONAL YEARS

WHEREAS, the City of Richmond receives various federal, state, and local grant funds, some of which require financial audits, grant audits, compliance reviews, grant closeout audits, or other audit-related services; and
WHEREAS, establishing on -call contracts with qualified certified public accounting firms will allow City departments to timely secure professional audit services as needs arise, reduce delays associated with separate procurements, and support compliance with grant, regulatory, and City reporting or auditing requirements; and
WHEREAS, the Finance Department issued a Request for Proposals for On -Call Financial and Grant Auditing Services, and four proposals were received; and
WHEREAS, following completion of the evaluation process, Vasquez & Company LLP and Macias Gini & O’Connell LLP were identified as the two firms most qualified to provide these services; and
WHEREAS, each proposed contract shall not exceed $100,000 over the initial three-year term covering Fiscal Year 2026-27, Fiscal Year 2027-28, and Fiscal Year 2028-29, for a combined not-to-exceed amount of $200,000, with an option to extend for two additional years; and
WHEREAS, services will be assigned on an as-needed basis through written work authorizations, and no minimum amount of work is guaranteed.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Richmond hereby approves two on-call contracts, one with Vasquez & Company LLP and another one with Macias Gini & O’Connell LLP, for on-call financial and grant auditing services, each in an amount not to exceed $100,000 over the initial three-year term, for a combined not-to-exceed amount of $200,000, with an option to extend for two additional years.
