DISCUSSION:

Boorman Park is a 3.3-acre park located at 2799 Maine Avenue in the Cortez-Stege Neighborhood, Richmond City Council District 3. Originally constructed in 1976, the park was identified as a high priority for improvements in the 2010 Parks Master Plan and the 2019 Richmond Parks Assessment Report (Attachment 1). As a result, the City initiated the Boorman Park Revitalization Project (Capital Improvement Project No. 23006).

In partnership with the West County Regional Group of First 5 Contra Costa, Healthy and Active Before Five, and consultant CSW/Stuber-Stroeh Engineering Group, the City conducted a series of public meetings to inform the project design. The resulting concept includes a multi-use loop trail, skate elements and seating, a multi-purpose grass field, a basketball court, a fitness zone, children’s play areas, a restroom facility, and a community gathering area (Attachment 2). This concept resulted in the award of approximately $4.1 million in Proposition 68 grant funding in 2020.

The original concept included modifying existing parallel street parking to perpendicular parking to increase parking capacity. During design, soil contamination was identified, resulting in the creation of a separate Boorman Park Site Remediation Project. Due to cost constraints associated with remediation, perpendicular parking was removed from the final project scope.

On June 25, 2024, the City Council adopted Resolution No. 71-24 authorizing the City Manager to award construction agreements and authorizing the Director of Public Works to approve change orders. The City subsequently awarded a construction agreement in the amount of $3,765,528 to Bauman Landscape and Construction, Inc., the lowest responsive and responsible bidder (Attachment 3). Since initiating construction, the project has approved three change orders for fencing and utility modifications, increasing the current agreement amount to $3,821,768.42.

During construction, City staff and community stakeholders, including Rising Juntos, identified the reintroduction of perpendicular parking along Maine Avenue as a priority improvement. This City-requested scope change modifies the existing parallel parking configuration to perpendicular parking to increase the number of available parking

spaces and improve access to the park. Parking along the border of the park will increase from 14 existing spaces to approximately 25 to 30 spaces.

This work was not included in the original construction agreement and requires an agreement amendment. The proposed $590,000 increase will raise the total construction agreement amount to $4,411,768.42 (Attachment 4). Previous change orders were accommodated within the original 10 percent contingency; however, this additional scope exceeds the remaining contingency and requires a formal amendment.

The existing authority for the Director of Public Works to approve change orders up to 10 percent of the construction agreement amount shall continue based on the revised agreement total.

City staff recommend that City Council adopt a resolution approving the agreement amendment to support the Boorman Park Revitalization Project (Attachment 5).

Incorporating this work into the current project allows the City to complete the improvements efficiently and minimize additional mobilization and cost escalation. The project completion schedule will shift from Summer 2026 to late Fall 2026.
