RECOMMENDED ACTION:

APPROVE a contract with eLock Technologies to provide
annual service and operations to the BikeLink lockers for a total amount not to exceed $52,525, which includes a
contingency of $4,775, with a term commencing
September 1, 2026, and ending June 30, 2029, with two
one-year extension options – Public Works Department
(Gabino Arredondo 510-620-6606).

DISCUSSION:

The City Council approved the City’s Bicycle Master Plan in 2011. The plan recommends providing both long- and short-term bicycle parking at City-owned and operated facilities. Long-term bicycle parking is intended for employees, commuters, students, residents, and visitors who require secure bicycle storage for extended periods.

Users rent locker spaces by the hour using a BikeLink card, which may be purchased online or in person at the cashier window at City Hall. A BikeLink card may be used at participating locations throughout the regional network. The current rental rate is $0.05 per hour. Some newer electronic lockers may also support access through registered Clipper cards or the BikeLink mobile application.

Secure bicycle parking is an important component of the City’s bicycling network because it reduces the risk of theft and encourages bicycling as a transportation option.

BikeLink lockers are available at several locations throughout Richmond, including City- owned community facilities, the Richmond Multimodal Station, and the Richmond Ferry Terminal. The regional system includes lockers at Bay Area Rapid Transit stations throughout the Bay Area, including 32 spaces at the Richmond Multimodal Station, as well as 24 spaces at the Richmond Ferry Terminal.

The City currently provides 34 BikeLink electronic bicycle lockers at the following locations:
 4 spaces: Nevin Center
 4 spaces: Family Justice Center
 8 spaces: City Hall
 4 spaces: Main Library
 4 spaces: Employment and Training/Senior Center
 6 spaces: Recreation Complex
 4 spaces: Booker T. Anderson Community Center

The City’s previous agreement for operation and maintenance of the BikeLink system has expired. A new agreement is required to maintain the existing bicycle lockers and provide continued public access to secure, long-term bicycle parking.

Proposed Agreement
The proposed agreement provides for the continued operation of the City’s BikeLink electronic bicycle locker system (Attachment 1). Services include:
 Operations and maintenance of the existing electronic bicycle lockers  Troubleshooting and customer support related to the BikeLink system and user cards  Cleaning services, as needed
 Annual software licensing
 Cellular internet connectivity for the system’s gateway devices

These services will support the continued functionality of the City’s electronic bicycle lockers and allow residents, commuters, employees, and visitors to access secure, long-term bicycle parking at existing City facilities.

The lockers also connect Richmond users to the broader regional BikeLink network, which serves bicycle commuters traveling by bus, Bay Area Rapid Transit, Amtrak, ferry, and other transportation services. BikeLink remains an important component of the City’s bicycle parking infrastructure.

Sole-Source Justification
eLock Technologies LLC operates the BikeLink bicycle-parking system and owns the proprietary software used to manage access to participating BikeLink facilities. The City’s existing electronic bicycle lockers are integrated with this system and rely on eLock Technologies LLC for software licensing, equipment communications, customer account administration, technical support, and maintenance services.

BikeLink functions as an interagency network that allows registered users to access participating bicycle-parking facilities operated by different public and private entities.

Continuing services through eLock Technologies LLC will allow the City’s existing lockers to remain connected to this regional network.

A different service provider would not have access to or control over the proprietary BikeLink software and user-access system. Transitioning to another provider could therefore require replacement or substantial modification of the City’s existing equipment and could prevent the lockers from remaining part of the BikeLink network.

For these reasons, eLock Technologies LLC is uniquely qualified to provide the software licensing, system operation, connectivity, customer support, maintenance, and related services required for the City’s existing BikeLink bicycle lockers (Attachment 2).

Conclusion
City staff recommend that the City Council approve a contract with eLock Technologies LLC to provide annual service and operations for the City’s BikeLink electronic bicycle lockers in a total amount not to exceed $52,525, including a contingency of $4,775, for a term commencing September 1, 2026, and ending June 30, 2029, with two one-year extension options. Approval will ensure continued operation of the lockers, preserve secure bicycle parking, and maintain access to the regional BikeLink network.

SYNERGISTIC POLICIES:

The City’s 2011 Bicycle Master Plan supports the provision, expansion, improvement, and ongoing maintenance of secure short- and long-term bicycle parking at City facilities and transit destinations. These policies recognize bicycle parking as an essential component of a connected bicycle network that reduces the risk of theft, improves access to public transportation, and encourages bicycling as a practical transportation option.
