AGENDA
REPORT

DISCUSSION:
Community Services - Recreation currently has a robust sports program schedule which includes the Candy Cane Classic Tournament, Volleyball, and Youth Basketball Leagues. In 2025, through a competitive bid process, Danny Walker was selected to provide officiating services and successfully provided those services through fiscal year 2026 (Attachment 1). Mr. Walker’s initial contract was valid through June 30, 2026.
However, program funding was exhausted while he continued providing services in April and May 2026, resulting in $13,150 in unpaid services. Recreation staff were unable to complete the required contract amendment before June 30, 2026, to increase the contract amount and extend the term through June 30, 2027.
Therefore, for the upcoming youth sports program season, Recreation staff is seeking City Council approval to enter into a new contract with Mr. Walker through June 30, 2027, with a not to exceed contract amount of $55,000 ($13,150 for previous services rendered and $41,850 for new services).
Selection Process and Evaluation Criteria
A three-member staff evaluation committee reviewed the applications using a quote matrix to identify the most responsible bidder and recommend a contract award. The committee evaluated each vendor’s proposed cost, experience, qualifications, availability, and ability to provide officials for the requested sports programs.
The received quotes were as follows:
Vendor Name Amount Notes
Danny Walker – Walker’s Officials $41,780 Demonstrated experience and access to qualified referees
Daniel Hughey – Mid County Official
Network
$50,516 More experience officiating other
sports; higher quote
Mark Lampkin– East Bay Basketball
Officials Association
$17,640 Available for basketball only
Abby Parra – Bay Sports Officials No Bid Available for soccer and futsal only
Upon careful review of the applications, the evaluation committee selected Danny Walker of Walker’s Officials to provide officiating services for Youth Basketball, Youth Volleyball, and the Candy Cane Classic Tournament. Walker’s Officials demonstrated the experience, reliability, and availability necessary to meet the Recreation Division’s program needs.
Danny Walker is a certified referee with several years of experience officiating and training referees on current rules, practices, and trends across multiple sports. He has successfully provided referee services for the City’s youth basketball and volleyball leagues in previous years and has consistently demonstrated professionalism and dependability.
July 28, 2026
The diverse sports programs offered by the Community Services Department’s Recreation Division are highly popular within the community. School teams, sports clubs, and independent teams look forward to participating in these programs each year. Consistent with the City’s focus on active living, health, fitness, and wellness, organized sports provide important opportunities for youth and adults to remain active, build skills, and engage with the community. Contracting for officiating services will also support the Recreation Division’s ability to expand sports programming during evenings and weekends.
City staff is seeking City Council approval for the contract with Danny Walker to provide referee services for the Recreation’s sports programs covering the term from April 1, 2026 – June 30, 2027 (Attachment 2).
