AGENDA
REPORT
DocID #74427v1)
DISSCUSSION
The Office of Neighborhood Safety (ONS) utilizes a comprehensive data collection, case management, and evaluation system designed to support the City’s gun violence prevention and intervention strategies. In 2022, the City entered into a contract with Professor Jason Corburn, UC Berkeley, to develop and maintain a custom client case management database supporting outreach, engagement tracking, and program evaluation (Attachment 1).
The system supports critical ONS functions including:
Client intake and enrollment tracking
Outreach engagement and conflict mediation documentation LifeMAP (Life Management Action Plan) development tracking Gun violence incident data integration from law enforcement sources Descriptive statistical reporting and program evaluation outputs Staff training and system support
Secure data storage, management, and confidentiality compliance
The system is integral to ONS operations and includes ongoing maintenance of a specialized web-based interface and associated analytical tools supporting violence intervention work.
The current contract term expired, and the agreement no longer allows for further extensions under its original terms (Attachment 2). Therefore, the City must establish a new contract to ensure continuity of essential data infrastructure and evaluation services.
The ONS data system is a highly specialized platform developed specifically for the City of Richmond’s violence intervention strategy. It includes customized components that:
Track high-risk engagement and outreach activities
Integrate sensitive, confidential client-level data
Support real-time case management for violence intervention staff Enable evaluation reporting required for state and grant compliance Maintain secure data architecture and confidentiality protocols
Professor Jason Corburn has been directly responsible for the development, implementation, and continued refinement of this system since its inception. As a result, he possesses:
Proprietary knowledge of system architecture and codebase Deep familiarity with ONS programmatic workflows
Established integration with existing data sources and reporting systems Ongoing responsibility for security updates and compliance protocols

Transitioning to a new vendor would require full system redevelopment, create significant operational disruption, and risk loss of continuity in longitudinal data used for evaluation and state reporting.
Given these factors, City staff recommend continuation under a sole source procurement justification, as no other vendor can reasonably replicate the existing system without substantial duplication of cost, time, and technical risk.
Sole Source Justification
Professor Jason Corburn, PhD, is uniquely qualified to continue providing these services based on his development and ongoing maintenance of the specialized APData.org system used by the Office of Neighborhood Safety. Continuing with the current provider will preserve system continuity, protect sensitive data, and avoid operational disruptions associated with transitioning to a new contractor (Attachment 3):
1. Unique Capability – The vendor designed and maintains a custom-built data system specific to ONS operations.
2. Continuity of Services – Ongoing maintenance is essential to avoid disruption of critical public safety data systems.
3. Specialized Expertise – The vendor has direct expertise in both system architecture and violence intervention evaluation frameworks.
4. Cost Avoidance – Transitioning to a new vendor would require full redevelopment of the system and data migration.
5. Program Integrity – Continuity ensures consistent reporting for California Violence Intervention and Prevention (CalVIP) Grant Program and other state/federal funding requirements.
CONCLUSION
Approval of this new sole source contract will ensure uninterrupted operation of the ONS data system, maintain continuity in violence prevention program evaluation, and support the City’s ongoing public safety strategy. City staff recommend approval of a contract with Professor Jason Corburn for ongoing data system development, maintenance, evaluation, and reporting services for the Office of Neighborhood Safety.
The contract will not exceed $165,000 through June 30, 2029, with two one-year extension options of up to $55,000 each (Attachment 4).
