The ECIA provides $90 million in revenue to Richmond over a 10-year period. From this total, $6 million is allocated to fund the competitive grant program. The ECIA Competitive Grant Program is entering its 11th funding cycle. To date, the ECIA has awarded more than 217 grants totaling approximately $4.7 million. The FY 2026-2027 grant cycle is allocated in the following ways:

On January 20, 2026, the City Council acknowledged the release of the Fiscal Year (FY) 2026-2027 Environmental and Community Investment Agreement (ECIA) Competitive Grant Program Request for Proposals (Attachment 1). At the time of
July 28, 2026
release, staff anticipated an allocation of approximately $750,000 for the grant cycle based on the funding information available at that time.
Following the release of the Request for Application, staff completed additional review of prior-year grant activity and worked with the Finance Department to confirm the remaining ECIA competitive grant balance. Through that review, City staff determined that $400,333 is available for the FY 2026-2027 grant cycle. City staff are not bringing forward the full amount originally anticipated because the ECIA Competitive Grant Program is winding down, and available funds must be confirmed through grant closeout and reconciliation before being recommended for award.
Of the $400,333 available for the FY 2026-2027 grant cycle, $350,333 is recommended at this time for thirteen (13) organizations in Categories 1, 2, and 4. The remaining $50,000 is reserved for Category 3 City Council Ad Hoc Committee consideration. Category 3 awardees and award amounts are not included in this recommendation and will be determined later, based on the discretion and recommendation process for that category.
This approach ensures that award recommendations are based on confirmed available funding and remain consistent with fiscal review requirements. Any additional ECIA competitive grant funds identified after prior-year grants are closed out and final balances are confirmed may be brought forward for future Council consideration, in accordance with ECIA program requirements.
Although the ECIA Competitive Grant Program is nearing the end of its available funding, the City continues to support Richmond-serving nonprofit organizations through other grant programs, including the Richmond Fund for Children and Youth, the Black Resiliency Fund, and other City-administered funding opportunities.
Eligibility Requirements
Applicants were required to meet the ECIA Competitive Grant Program eligibility requirements, as outlined in the Request for Proposals, Attachment 1. Eligible organizations must provide services focused on community, youth, and/or youth sports to Richmond and North Richmond residents. Organizations must operate as nonprofit entities with 501(c)(3) tax status and current financial documentation, such as a filed IRS Form 990, 990-N, or audited financial statements. Fiscal sponsors were permitted.
A minimum of 80 percent of the proposed grant-funded programming must serve Richmond residents. Richmond-based organizations received additional points through the application review process. Organizations that received an ECIA grant award of more than $10,000 during the FY 2025-2026 grant cycle were not eligible to apply during the FY 2026-2027 grant cycle.
Category 3 applications are reviewed separately by the City Council Ad Hoc Committee, which brings a recommendation to the full City Council for award consideration.
Category 4 Mini-Grant awards are administered by the City Manager’s Office
July 28, 2026
and programming under Category 4 must take place in Recreation or other City- managed facilities.
Outreach and Technical Support
Information about the FY 2026-2027 ECIA grant cycle was posted to the City’s website, presented in the City Manager’s Weekly Report, and shared through City listservs to notify Richmond-serving organizations of the grant opportunity.
In February and March 2026, the City contracted with Glen Price Group (GPG) to provide technical assistance to prospective applicants. GPG hosted one technical assistance workshop with five attendees and provided seventeen individual technical assistance sessions. Several applicants also received two to three additional follow-up sessions for more detailed application support. Grant materials and video-recorded training resources were also posted on the City’s ECIA grant webpage.
Evaluation Process
The ECIA grant application was released on January 23, 2026, and applications were due on March 13, 2026. A total of 72 grant applications were received, of which 66 eligible applications were submitted to the ECIA Grant Review Committee for evaluation and scoring (Attachment 2).
Applications were scored based on a total of 110 available points, as shown below:

Committee members submitted their scores and evaluations to City staff. Staff totaled and averaged the scores for each application and generated rankings, with the highest average score receiving the highest ranking (Attachment 3).
FY 2026-2027 ECIA Grant Award Recommendations
The ECIA Grant Review Committee recommends that thirteen (13) organizations receive a total of $350,333 in FY 2026-2027 ECIA grant funding across Category 1, Category 2, and Category 4. This recommendation includes $100,000 for Category 1, $180,333 for Category 2, and $70,000 for Category 4.
The remaining $50,000 in the FY 2026-2027 ECIA grant allocation is reserved for Category 3 City Council Ad Hoc Committee consideration. Category 3 awardees and award amounts are not included in this recommendation and will be determined later.

Next Steps
Following City Council approval, City staff will execute grant agreements with the selected awardees and administer the grants, including grantee communication, progress monitoring, site visits, invoice review, and payment processing.
City staff will also review remaining Environmental and Community Investment Agreement competitive grant balances as prior-year grants are closed out and reconciled. Any additional available funding may be presented to the City Council for future consideration in accordance with program requirements.
