ordinance, resolution, bylaw or whatever other rule is required for the conduct of business by that body, the time and place for holding regular meetings.” (“Brown Act”).
For the Richmond City Council, these rules of procedure are set forth in the City Council Rules of Procedure, adopted and amended from time to time by resolution. This is compliant with the Brown Act.

On May 19, 2026, the Council authorized Item N.10.a (Ad-Hoc Committee to Amend City Council Rules of Procedure and Order) on the Consent Calendar, directing the mayor to establish an ad hoc committee. This committee is tasked with collaborating with the city clerk, city attorney, and city manager to develop proposed amendments and enhancements to operations.
