DISCUSSION:
On December 21, 2021, the City Council approved an on-call professional services contract with Hatchuel Tabernik & Associates (HTA) for $15,000, with an additional $15,000 option, for a total amount not to exceed $30,000. The contract supported preparation of the City’s first Encampment Resolution Funding (ERF) application.
On February 2, 2022, the City exercised the option through Amendment No. 1, increasing the contract amount to $30,000. On January 10, 2023, the City executed Amendment No. 2, adding $10,000 and increasing the total contract amount to $40,000 to support preparation of the City’s second ERF application.
Amendment No. 3 added $100,000, increasing the total contract amount to $140,000.
The amendment expanded the scope to include on-call grant writing services for the Housing Division’s homelessness initiatives and third-party evaluation services for the City’s first ERF program. Amendment No. 4 extended the contract through June 30, 2025, and Amendment No. 5 further extended the term through December 31, 2028 (Attachment 1).
City staff now recommend approval of contract amendment no. 6 with HTA for $63,000, increasing the total contract amount from $140,000 to $203,000. The amendment will allow HTA to continue providing project evaluation and reporting services support for the Housing Division’s ERF-2-R Program, including performance measurements, outcome evaluation, and reporting requirements (Attachment 2).
HTA assisted the City in preparing two successful ERF applications, which secured more than $13.5 million in State funding to help unhoused residents transition to stable housing. HTA also provided evaluation and reporting support for the City’s first ERF program.
Through this prior work, HTA has developed knowledge of the City’s ERF goals, program structure, reporting requirements, and service-delivery partners. This experience will allow HTA to build on the existing evaluation work, document lessons learned, and identify opportunities to improve program services.
Scope of Amendment No. 6
Under this amendment, HTA will develop and carry out a comprehensive evaluation framework to measure ERF-2-R program performance, participant outcomes, and overall project effectiveness throughout the grant term.
The evaluation will include:
Developing focus group and key informant interview protocols Gathering feedback from ERF-2-R participants, contracted service providers, Housing Division staff, City and County partners, and other key stakeholders

Collecting and analyzing program and archival data, including Homeless Management Information System (HMIS) data and service utilization data Reviewing best practices and evidence-based measures related to homelessness interventions and housing stabilization programs, as appropriate Documenting lessons learned and recommending opportunities to improve service delivery
HTA will also develop a Leadership Focus Group Protocol and assist with preparations for a Leadership Focus Group planned for spring 2027. The focus group will assess the City’s progress toward the goals of the Homelessness Strategic Plan and gather detailed feedback from key stakeholders.
In addition, HTA will design and support implementation of a public-facing data dashboard for the Community Development Department’s Housing Division website.
The dashboard will be updated regularly to provide transparent information on ERF-2-R performance measures and program outcomes.
These services will help the Housing Division measure progress toward ERF-2-R objectives, document participant and program outcomes, identify opportunities for continuous improvement, and meet State reporting and grant compliance requirements.
SYNERGISTIC POLICIES:
The proposed contract amendment is consistent with and advances the goals and objectives of the City's Homelessness Strategic Plan by building capacity, collaboration, and accountability within agencies working to address homelessness and the system of care as a whole. The evaluation framework, leadership engagement process, and public-facing data dashboard will provide valuable information to measure progress, inform policy decisions, and promote transparency, ensuring that ERF-2-R investments align with the City's long-term strategy to reduce homelessness and increase housing stability.
