A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA
APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF
RICHMOND AND THE RICHMOND POLICE MANAGEMENT ASSOCIATION
REGARDING SPECIAL COMPENSATION
WHEREAS, the terms and conditions of employment for employees represented by the Richmond Police Management Association (RPMA) are set forth in a Memorandum of Understanding (MOU) between the City of Richmond (City) and RPMA; and
WHEREAS, the City and RPMA executed a MOU effective January 1, 2023, through December 31, 2025; and
WHEREAS, the 2023-2025 MOU and previous MOUs provide for various items of special compensation that are reportable to CalPERS for pension purposes; and
WHEREAS, the City has been reviewing the rules governing reporting special compensation to CalPERS to ensure compliance with such rules; and
WHEREAS, the City and RPMA have met and conferred in good faith; and
WHEREAS, a Side Letter agreement between the City and RPMA has been created to ensure compliance with CalPERS rules governing pensionable compensation; and
WHEREAS, the changes incorporated are reflective of previous, current or future practice as indicated by the terms in the Side Letter; and
NOW THEREFORE, BE IT RESOLVED, the Council of the City of Richmond hereby authorizes the execution of the Side Letter attached hereto as Attachment 1.
