(Insert description of additional tasks/services. Use additional pages if necessary.)

Scope of Work

During the term of this Contract, Contractor shall be responsible to provide project evaluation services for the Housing Division’s Encampment Resolution Project. Contractor shall coordinate with City staff to ensure delivery of project evaluation in compliance with the standards and requirements established by the City’s Community Development Department. Contractor’s scope of services shall include, but is not limited to the following:

1. Project Launch Meeting
HTA will kick off the project by video meeting with Lina Velasco, Jesus Morales, and Catherine Casimere, and any other pertinent parties to review the expectations, roles, and a project timeline.

During the launch meeting, we will identify any additional key stakeholders who should be a necessary part of this process (e.g., leadership, staff, board members) and collect contact information as needed. At this meeting, we will also ask the City to identify key themes that they would like to cover in the first of our two Client Listening Sessions, and we will ask for additional background materials relevant to the project (e.g., program documents, existing instruments, program data), and set up our next meeting time.

2. Instrument Design
After the launch meeting and a review of any pertinent background materials, HTA will draft the Listening Session Protocol for the first ERF-2-R Client Listening Session. The Listening Session Protocol will then be adapted once more before the second Client Listening Session to ensure that each session covers the most pressing ERF-2-R topics each time. HTA will also be working closely with the City to develop improved methods for tracking ERF-2-R client data over time. This may include developing new spreadsheet systems or case logs, as well as setting up “data crosswalks” meetings on a periodic basis to collaboratively document client data. HTA will also produce a Leadership Focus Group Protocol in preparation for the Leadership Focus Group to be held in Spring 2027. These efforts will aim to measure the City’s progress in achieving goals outlined in the Homelessness Strategic Plan while also gathering meaningful, in-depth feedback from ERF-2-R clients with lived experience. Lastly, HTA will create a public-facing data dashboard to be published by the City on the Community Development – Housing Division website and updated on a regular basis. The dashboard will be published in October 2026 and will be updated by the City and HTA in January, April, and July 2027.

3. Data Collection
HTA will kick off data collection for the ERF-2-R evaluation with its first of two Client Listening Session (estimated in fall/winter 2026 and spring/summer 2027). Each of these 60-minute, in-person listening sessions will be held after a Staying on Your Feet meeting. HTA will prepare outreach language and any other necessary materials (ex. fliers), and the City will be responsible for directly recruiting clients and ensuring that HTA has access to a meeting room for each session. HTA will also provide compensation for participants in the form of $75 gift cards for up to 10 participants each session.

In addition to Listening Sessions, HTA will provide regular programmatic data requests of client-level outcome data (i.e., housing status, support services accessed, job placements) to City staff (est.

September 2026, December 2026, March 2027 and June 2027). Regular collection of client-level data will help ensure that client data tracking systems are running smoothly and will enable HTA to build a reliable dataset for tracking client-level outcomes over time. HTA will also conduct one 90-minute virtual Leadership Focus Group with ERF-2-R leadership to gather findings on overall ERF-2-R programming, outcomes, and impact.

4. Analysis and Reporting
After each listening session and focus group, audio recordings and notes will be used to produce a transcript of each session. Listening sessions will be qualitatively coded for themes following each session. Following each listening session, HTA will produce a brief slide deck of key findings (10-15 slides) to ensure that the City has timely actionable, client feedback throughout the year. Once both Listening Sessions and the Leadership Focus Group have been conducted, all qualitative data will be qualitatively coded for overarching themes. Qualitative analysis will be done using NVivo software.

Quantitative client data will be cleaned and analyzed using IBM SPSS statistical software. The evaluation will culminate in a final written evaluation report and corresponding slide deck that can be used by City staff for presentations to key stakeholders. The report and slides will be completed by September 1, 2027.

5. Ongoing Tasks
Throughout the ERF-2-R evaluation, HTA will hold monthly check-in meetings with the City to ensure that continuous progress is made on the project.

Across all of these phases, HTA will communicate monthly with the client to report on progress and communicate immediately about any challenges that may delay the development of the evaluation plan.
