Line segment H13MH253_H13MH243 (between Nevin Avenue and Macdonald Avenue in the City of Richmond) exhibits severe structural deterioration, including multiple cracks and fractures. Due to its critical location directly beneath the Caltrans on-ramp, conventional rehabilitation methods such as pipe bursting or open cut replacement are not feasible. Therefore, a comprehensive redesign and realignment strategy is required for this section to ensure continued service. The project will be called the Nevin Avenue and Wilson Avenue Pipeline Realignment Project.
Per the City's direction, V.W. Housen & Associates (VWHA) has been selected as the design engineer to develop comprehensive design and construction documents for this work. One of the City's preapproved design engineers, VWHA contains specialized knowledge of the City's Collection System. For this project, they have provided a proposed scope of work which includes a topographic survey, geotechnical investigation, utility inspections, complete design, preparation of bid documents, bid period services, engineering services during construction, and preparation of as-built drawings.
This project includes engineering and design for the installation of approximately 1,150 lineal feet of new 12-inch diameter PVC sewer pipe on Wilson Avenue from Barrett Avenue to Macdonald Avenue. The project also removes and replaces approximately 800 lineal feet of 8-inch VCP pipe with new 8-inch PVC sewer pipe on 46th Street from Barrett to Nevin and on Nevin Avenue from 46th Street to Wilson. In addition, nine manholes will be installed or replaced along these alignments.
Finally, the existing deteriorated line segment H13MH253_H13MH243 within the Caltrans right-of-way between Nevin Avenue and Macdonald Avenue will be abandoned.
WHA's proposal (Design/Bid Period Services plus Engineering Services During Construction, ("ESD) is attached for eference. The total authorization amount of this TA is a not-to-exceed cost of $268,590.75, which includes Veolia's 16.5% markup.
