RESOLUTION NO. ______

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA, APPROVING A CONTRACT WITH VINE ELECTRIC INC. FOR THE

UPGRADE OF FIVE HIGH-MAST METAL HALIDE LIGHTING FIXTURES TO

LIGHT-EMITTING DIODE (LED) FIXTURES AT THE POINT POTRERO MARINE TERMINAL IN AN AMOUNT NOT TO EXCEED $146,616.

WHEREAS, the Port of Richmond ("Port") owns and operates the Point Potrero Marine Terminal ("PPMT"), the Port’s largest public terminal, and is responsible for providing lighting that supports safe and secure Port operations; and

WHEREAS, the terminal’s high-mast lighting currently depends on five aging metal halide fixtures, identified in the bid documents as fixtures L -22A, L-22B, L-23, L-24, and L-25, which have reached the end of their useful service life and must be replaced to maintain a safe and secure operating environment at the Port; and

WHEREAS, metal halide technology is energy-intensive, loses light output as it ages, and requires frequent lamp replacement and maintenance, and upgr ading these fixtures to light - emitting diode ("LED") technology will lower the terminal’s electrical consumption, reduce ongoing maintenance costs, and improve lighting quality and reliability for the Port; and

WHEREAS, the Port released an invitation for bids in May 2026 using the City’s Bids Online system and opened eleven sealed bids on June 4, 2026; and

WHEREAS, Port staff reviewed each bid for responsiveness, including the required bid bond, non-collusion affidavit, signed addenda, and contractor licensing, and determined that Vine Electric Inc. submitted the lowest responsive bid in the amount of $146,616; and

WHEREAS, staff confirmed that Vine Electric Inc. holds an active California contractor’s license (License No. 948504, classification C -10, El ectrical) and is in good standing with the Contractors State License Board, and that its bid package was complete and responsive; and

WHEREAS, the project consists of the replacement of existing lighting fixtures with energy-efficient equivalents and does not require review under the California Environmental Quality Act ("CEQA"); and

WHEREAS, the proposed not-to-exceed amount of $146,616 for a one -year contract term is included within the approved Fiscal Year 2026-27 Port Budget; and

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Richmond hereby finds that awarding a contract to Vine Electric Inc. as the lowest responsive and responsible bidder is in the best interests of the City and supports safe and reliable operations at the Point Potrero Marine Terminal.

BE IT FURTHER RESOLVED that the City Council authorizes approval of a contract with Vine Electric Inc. to upgrade five high -mast metal halide lighting fixtures to light -emitting diode (LED) fixtures at the Point Potrero Marine Te rminal for a one-year term in an amount not to exceed $146,616.
