DISCUSSION:

The alignment of the sanitary sewer pipeline between Nevin Avenue and Macdonald Avenue immediately to the east of the Interstate Highway 80 (I-80) elevated deck is underneath the highway off-ramp, and the pipeline exhibits severe structural deterioration, including multiple cracks and fractures. Due to its location directly beneath the I-80 ramp, conventional rehabilitation methods such as pipe bursting or open cut replacement are not feasible. Therefore, a comprehensive redesign and realignment strategy is required for this section of pipeline to ensure continued service. The project will be called the Nevin Avenue and Wilson Avenue Pipeline Realignment Project.

V.W. Housen & Associates has been selected as the design engineer to develop comprehensive design and construction documents for this project, which includes a topographic survey, geotechnical investigation, utility inspections, complete design, preparation of bid documents, bid period services, engineering services during construction, and preparation of as-built drawings.

The scope of work includes engineering and design services for the installation of about 1,150 lineal feet of new 12-inch diameter polyvinyl chloride (PVC) sanitary sewer pipe along Wilson Avenue from Barrett Avenue to Macdonald Avenue, and the replacement of about 800 lineal feet of 8-inch vitrified clay pipeline with new 8- inch PVC sanitary sewer pipe on 46th Street from Barrett Avenue to Nevin Avenue and on Nevin Avenue from 46th Street to Wilson Avenue. In addition, nine manholes will be installed or replaced along these new pipeline alignments.

Finally, the deteriorated line segment beneath the highway ramp, within the California Department of Transportation right-of-way between Nevin Avenue and Macdonald Avenue, will be permanently disconnected from the system and left underground.

Veolia’s 16.5 percent charge will apply to both the initial design and bid period services, as well as engineering services during construction. The total estimated cost for design services is as follows:

V. W. Housen & Associates
Design and Bid Period Services
$ 186,938
V. W. Housen & Associates
Engineering Services During Construction
$ 43,612
Subtotal Design Cost $ 230,550
Veolia Markup (16.5%) $ 38,041
Total Design Cost $ 268,591
