AGENDA
REPORT
July 28, 2026
DISCUSSION:
The Port of Richmond (Port) owns and operates the Point Potrero Marine Terminal (PPMT), the Port’s largest public marine terminal. The Port is responsible for maintaining the lighting needed to support safe and reliable terminal operations.
PPMT’s high-mast lighting system currently relies on five aging metal halide fixtures.
The bid documents identify these fixtures as L-22A, L-22B, L-23, L-24, and L-25 (Attachment 1).
Metal halide fixtures use more electricity than newer lighting technologies. They also produce less light as they age and require frequent lamp replacement and maintenance.
Replacing the five fixtures with light-emitting diode (LED) fixtures will reduce electrical use and ongoing maintenance costs. The upgrade will also provide more consistent and reliable lighting to support safe Port operations.
The Port released an invitation for bids in May 2026 using the City’s Bids Online system and opened sealed bids on June 4, 2026 (Attachment 2). There were 988 vendors notified, 45 vendors downloaded the solicitation, and 11 bids were received (Attachment 3).

Port staff reviewed each bid for responsiveness, including the required bid bond, non- collusion affidavit, signed addenda, and contractor licensing. Vine Electric Inc. submitted the lowest responsive bid at $146,616 (Attachment 4). City staff confirmed that Vine Electric Inc. holds an active California contractor’s license (License No. 948504, classification C-10, Electrical) and is in good standing with the Contractors State License Board, and that its bid package was complete and responsive.
The Port recommends that the City Council adopt the resolution to award the contract to Vine Electric Inc. as the lowest responsive and responsible bidder in an amount not to exceed $146,616 for one year (Attachment 5 and 6). Once the LED fixtures are

received, the installation work is expected to take approximately 20 working days to complete. Approving this contract allows the Port to meet its obligation to provide lighting to its tenants at the Point Potrero Marine Terminal while reducing the facility’s energy use and maintenance costs.
ENVIRONMENTAL REVIEW:
The project consists of the replacement of existing lighting fixtures with energy-efficient equivalents and does not require review under the California Environmental Quality Act (CEQA).
