The Special Joint Meeting of the Richmond Housing Authority/Richmond City Council was called to order at 5:40 p.m. by Chairperson/Mayor Eduardo Martinez.

Chairperson/Mayor Martinez led the Pledge of Allegiance to the Flag.

Present: Commissioners/Councilmembers Soheila Bana, Claudia Jimenez, Sue Wilson, Cesar Zepeda, Vice Chairperson/Vice Mayor Doria Robinson, Chairperson/Mayor Eduardo Martinez, and Tenant Commissioner Jaycine Scott. Absent:
Commissioner/Councilmember Jamelia Brown was absent for the entire meeting.

L. HOUSING AUTHORITY OPEN FORUM
Cordell Hindler gave comments in person recommending that the council approve the Housing Authority Consent Calendar as presented.
M. HOUSING AUTHORITY CONSENT CALENDAR
Motion by Tenant Commissioner Scott
Seconded by Chairperson/Mayor Martinez
To approve all items on the Housing Authority Consent Calendar.
Ayes (7): Commissioners/Councilmembers Bana, Jimenez, Wilson, Zepeda, Vice Chairperson/Vice Mayor Robinson, Chairperson/Mayor Martinez, and Tenant Commissioner Scott.
Absent: (1): Commissioner/Councilmember Brown.
Passed (7 to 1)
M.1 Meeting Minutes
APPROVE the minutes of the March 17, 2026, special and April 7, 2026, regular Housing Authority meetings - City Clerk's Office (Pamela Christian 510-620- 6513).

M.2 Richmond Housing Authority (RHA) Cost Allocation Plan Approval ADOPT a resolution approving the Title 2 Code of Federal Regulations 200 Compliant Version Cost Allocation Plan to be implemented for Richmond Housing Authority (RHA) Budgeting (Fiscal Year 2026-2027) – Richmond Housing Authority/Finance Department (Nannette Beacham/Antoinette Terrell 510-621-1300).

N. JOINT RICHMOND HOUSING AUTHORITY / RICHMOND CITY COUNCIL
BUDGET SESSION
N.1 Proposed Richmond Housing Authority Budget for Fiscal Year (FY) 2026- 2027
ADOPT a joint resolution approving the proposed Fiscal Year (FY) 2026-2027 Richmond Housing Authority (RHA) budget, with total estimated revenues of $4,154,579 and total estimated expenditures of $5,439,652; APPROVE an RHA subsidy from the City of Richmond General Fund in the amount of $1,260,073, and AUTHORIZE the use of available Hacienda proceeds in the amount of $25,000 to balance the RHA budget to $5,439,652 in estimated revenues and $5,439,652 in expenditures - Richmond Housing Authority/Finance Department (Antoinette Terrell 510-620-6784/Rita Martinez 510-621-1546).

Motion by Commissioner/Councilmember Zepeda
Seconded by Commissioner/Councilmember Jimenez
To adopt said joint resolution as recommended.
Ayes (6): Commissioners/Councilmembers Jimenez, Wilson, Zepeda, Vice Chairperson/Vice Mayor Robinson, Chairperson/Mayor Martinez, and Tenant Commissioner Scott.
Absent: (2): Commissioners/Councilmembers Bana and Brown.
