Declaring “Maxine Finley Week” Beginning August 23, 2026 WHEREAS, the safety, vibrancy, and strength of the City of Richmond are built upon the dedication of its exemplary community members who serve our community with love, care, and consistency, such as Maxine Finley, known affectionately by generations of local residents as "The Smiling Crossing Guard," who has served the Point Richmond community with unwavering dedication for more than two decades; and
WHEREAS, her profound impact on the city extends across a lifetime of service, including her vital career as a Licensed Vocational Nurse and daycare provider, roles through which she has protected, nurtured, and supported countless local families; and
WHEREAS, her deep devotion to others shines brightly through her faith, serving w
ith grace as a cherished Church Mother and an active, guiding leader within her faith community; and
WHEREAS, beyond her essential duties of traffic safety, Maxine Finley has become a beloved neighborhood matriarch, greeting every pedestrian, student, and commuter with a radiant smile, an enthusiastic wave, and a warm spirit that embodies the absolute best of Richmond’s community culture; and WHEREAS, through her decades of service, Maxine Finley stands as a powerful and inspiring role model, beautifully demonstrating to the entire city that individuals can remain deeply productive, capable, and impactful at any stage of life as long as they are willing and able; and WHEREAS, the City of Richmond recognizes the profound impact that a single individual’s daily kindness can have on an entire community and wishes to express its deepest gratitude to Maxine Finley for her vital service, her resilience, and her lifelong dedication to the protection of our youth;
