ISSUE:
Proclamation recognizing the week beginning August 23,
2026, as “Maxine Finley Week” in the City of Richmond.
The proclamation honors Maxine Finley, affectionately
known throughout the Point Richmond community as
“The Smiling Crossing Guard,” for her more than two
decades of dedicated service, kindness, and commitment
to the safety and well-being of Richmond residents.
RECOMMENDED ACTION:
PROCLAMATION recognizing the week beginning
August 23, 2026, as “Maxine Finley Week” in the City of Richmond – Mayor Eduardo Martinez (510-620-6503).
DISCUSSION: For more than two decades, Maxine Finley has served the Point Richmond community with unwavering dedication and compassion. Known affectionately as “The Smiling Crossing Guard,” Ms. Finley has become a cherished AGENDA

neighborhood figure, greeting generations of students, pedestrians, and commuters with her signature smile, warm spirit, and commitment to keeping the community safe.
Ms. Finley’s service to others extends beyond her role as a crossing guard. Throughout her life, she has supported Richmond families through her work as a Licensed Vocational Nurse and daycare provider, providing care and guidance to countless individuals. She has also served as a respected leader within her faith community, sharing her compassion and commitment to uplifting others.
The City of Richmond recognizes the significant impact that dedicated community members can have through consistent acts of service and kindness. By declaring the week beginning August 23, 2026, as “Maxine Finley Week,” the City honors Ms. Finley’s decades of contributions, her positive influence on generations of residents, and her embodiment of Richmond’s values of community, care, and connection.
