RECOMMENDED ACTION:

ADOPT a resolution to APPROVE a cooperative
purchasing agreement with HD Supply Facilities
Maintenance under OMNIA Partners Contract No.
260006-RFP (02), to purchase property management
materials and related installation, repair, and renovation services in an amount not to exceed $825,000 for a term beginning July 28, 2026, and terminating June 30, 2029, and AUTHORIZE the Executive Director to execute the

Beachem/Antoinette Terrell/Greg Palomino 510-621-

DISCUSSION:

Cooperative (“piggyback”) purchasing allows a public agency to purchase goods or services under a contract that another public agency has already competitively solicited and awarded, provided the originating procurement satisfies the purchasing agency’s own competition standards. For the Richmond Housing Authority (RHA), the controlling standards are 2 CFR 200.317–200.327 and HUD Handbook 7460.8, which permit cooperative purchasing where the goods and services were procured in accordance with 2 CFR 200.317–200.326. Chapter 2.52.380(a) of the Richmond Municipal Code likewise authorizes the use of such contracts following a documented due-diligence review.

OMNIA Partners Contract No. 260006-RFP (02) was competitively solicited and awarded by Maricopa County, Arizona, acting as lead public agency on behalf of participating public agencies nationwide. OMNIA is a leading national government purchasing cooperative that partners with many governmental agencies to offer cooperative purchasing contracts to other governmental agencies to economically procure services and supplies, pay less for products and services, and reduce administrative costs in developing contracts.

The contract covers maintenance, repair, operating supplies, industrial supplies, and related products and services. In addition to materials, RHA will obtain related installation, repair, and renovation services available under the contract. Products used in connection with the services are provided under the contract at contract prices.

City staff have completed the due-diligence review required by Chapter 2.52 of the Richmond Municipal Code and documented an independent determination of price reasonableness. The completed Justification for Utilizing a Piggyback/Cooperative Contract, the Price Reasonableness Determination Memorandum, the originating agency’s solicitation, and the proposed Piggyback/Cooperative Purchasing Agreement are attached.

City staff recommend that the Board of Commissioners adopt a resolution approving the Piggyback/Cooperative Purchasing Agreement with HD Supply Facilities Maintenance
