DISCUSSION:

City Council approval is required to amend the City's authorized staffing (i.e., position control). Human Resources is requesting the following amendments to position control:

INFORMATION TECHNOLOGY

The Human Resources Department requests City Council approval to retitle one (1) Senior Programmer Analyst position to one (1) Senior Applications Analyst within the Information Technology Department. This change aligns with the City’s evolving technology needs and supports our ongoing efforts to enhance service delivery.

On June 25, 2026, Human Resources submitted an updated Senior Applications Analyst job description, formerly titled Senior Programmer Analyst, to the Personnel Board, which subsequently approved the changes.

These revisions modernize the position to reflect the City’s shift from traditional application development to a broader focus on enterprise technology management. The updated job specification emphasizes the implementation and adoption of enterprise systems, business process improvement, systems integration, and enhanced collaboration with departments and vendors to maximize the value of the City’s technology investments.

Human Resources is presenting a revision to position control to reflect this title change, along with an update to the associated salary schedule in a separate City Council item.

SUMMARY:
